This article examines the potential implications of the combinations of robotics, artificial intelligence, and deep learning systems on the character and nature of war. The author employs Carl von Clausewitz’s trinity concept to discuss how autonomous weapons will impact the essential elements of war. The essay argues war’s essence, as politically directed violence fraught with friction, will remain its most enduring aspect, even if more intelligent machines are involved at every level.

The U.S. Army’s operating environment continues to become increasingly complex and unpredictable, where U.S. technological advantage continues to erode. The complexities stem from the Army’s doctrinal assumption that the future operating environment is unknown and constantly changing (Department of the Army [DA], 2014a). Diminishing technological advantage results in more reliance on soldiers’ cognitive capability, and less on high technology weapons systems (McMaster, 2015).

This dissertation contributes a framework for analysts and engineering managers to investigate and choose alternative analysis and selection methods based upon their problem and its context. It began as an investigation into the alternative analysis and selection methods used in military planning. The existing military methods were inconsistent, violated the decision science body of knowledge, and provided no guidance to the practitioner on matching methods to problems. These challenges made it necessary to conduct this investigation.

The US Army launched the Global Assessment Tool (GAT) – a 105-item psychometric instrument taken by approximately one million soldiers annually – in October, 2009 in support of a population-wide resilience development initiative known as the Comprehensive Soldier and Family Fitness (CSF2) program. Long-Run Mortality Effects Of Vietnam-Era Army Service: Evidence From Australia's Conscription Lotteries, Peter Siminski, Simon Ville

We estimate the effect of Vietnam-era Army service on mortality, exploiting Australia's conscription lotteries for identification. We utilize population data on deaths during 1994-2007 and military personnel records. The estimates are identified by over 51,000 compliers induced to enlist in the Army. We find no statistically significant effects on mortality overall, nor for any cause of death. The estimated relative risk (RR) of death associated with Army service is 1.03 (95% CI: 0.92, 1.19). On the assumption that Army service affected mortality only for those who served in Vietnam, the estimated RR is 1.06 (95% CI: 0.81, 1.51).

The governments of many developed economies are facing policy issues associated with ageing populations. Pension reforms, increasing labour force participation of older workers and increasing the standard retirement age are policy reforms suggested by the OECD to address ageing populations. However, many of the same governments now embracing these reforms had until recently encouraged early exit of older workers from the labour force in periods of excess labour supply, leading to allegations that these governments had treated older workers as a ―reserve army of labour‖. This will further aid in revealing how the decision-making theories are applied to organizations within the Department of Defense (DoD) to include the changing environment within the leadership style.
