This issue brief is intended for town officials who want to understand how development regulations in their community affect local water resources. Municipal development codes – the set of regulations that control the built environment – can have a great influence on the availability of clean and healthy water for drinking, recreation, and commercial uses. This in turn affects the community’s social, environmental, and economic vitality.

The role of small business, as part of the value adding chain in any economy, should never be understated. In Australia small business represents 96% of all private sector business, accounts for 47% of all private sector employment and the majority fail within three to five years of establishment. This paper, assuming a positive correlation between aid and FDI given to countries, will look to measure whether the aid given to Latin America has been effective in creating development. In order to measure development, development must first be defined in a way that will allow for concrete indicators of development. Using these seven criteria as a guide this paper will look to use data collected by studies of Latin America in these seven areas to gain a measure of how development has progressed over the last fifteen years.
