I watch TV, and sometimes quickly push the buttons on my remote, but don’t really surf. Mostly I wade—recognizing my limitations and lack of necessary zeal. Years ago, when a faculty colleague made a good-natured jibe about me as a coastal town “surfer boy,” I took no offense or effort to correct him. But the fact is, despite my great love of water, sand, and all things beachy, I have never, in the local parlance, actually “picked up the stick.” I’m convinced that the sport of surfing ocean waves, as opposed to surfing television channels, is an activity for only …

This paper examines the position of digital radio in Canada. It examines the Canadian experience of digital radio development from its introduction in 1995 to the present and asks whether the approach adopted and the lessons learned provide useful models for application elsewhere. Three main strands form the background to digital radio’s current stage of development: firstly, the introduction and early support for Digital Audio Broadcasting or (DAB) in the mid 1990s; secondly, the response of the radio industry to the internet and new media as complementary to traditional radio broadcasting provision; and thirdly, the more recent experience of the …

Digital Radio Policy In Canada: Fragmentation Or Evolution Of The Medium, Brian O'Neill

In December 2006, the Canadian Radio-Television and Telecommunications Commission (CRTC) issued its review of Digital Radio Policy. This replaced the transitional digital radio policy of 1995, and sought to implement a framework designed to support multi-platform digital radio broadcasting in an increasingly complex technological environment for the medium. Drawing on policy analysis, interviews and expert group perspectives, this paper traces the background to the legislative provision for digital radio development in Canada. While Canada was an early adopter of the Eureka-147 or Digital Audio Broadcasting (DAB), the policy of DAB as a replacement technology approach proved to be mistaken. Subsequent …

The Emergence Of Community Radio In The United States: A Historical Examination Of The National Federation Of Community Broadcasters, 1970 To 1990, Michael William Huntsberger

The National Federation of Community Broadcasters is the oldest and largest organization of community-oriented, nonprofit radio stations in the United States. Nevertheless, only a handful of scholars have considered the NFCB and its place in the history of mass media in the U.S. In the years leading up to and following the establishment of the NFCB in 1975, the public policy environment that guided the activities noncommercial radio, and all of American mass media, changed dramatically. This study provides a historical account of the NFCB during these formative years, and examines the political, economic, and social forces that propelled the …

For most of the four days following 9/11, TV viewers around the world were mesmerised by unthinkable images. Television brought home to Americans especially the polarising effects of the post-Cold War world, including the backlash of Islamic fundamentalism and the imminent threat of future terrorist attacks. A formulaic narrative quickly emerged; ordinary police and firefighters took the lead as America’s national heroes, while Osama bin Laden and the rest of al-Qaeda and the Taliban rose up as villains. The job market today in the broadcasting industry is highly competitive. Students with degrees and field experience may still be left jobless. It is believed throughout the industry that an internship is mandatory to get into the business. I agree. But, some students who are doing internships and finishing college are not getting jobs. This means students are reevaluating their life decisions and transferring to non-related fields to move on in life. This essay offers a social history and examination of The Defenders as a popular, criti- cally acclaimed television text that negotiated anxieties regarding crime, law, justice, lib- eralism, and masculinity in the 1960s and 1990s. Both The Defenders television series (1961–1965) and the Showtime motion picture series (1997–1998) by the same name rearticulated enduring tensions between law’s formalism and just desires for compassion and mercy, depicting defense attorneys as men who work both inside and outside of “law” to ensure justice and confront the lack of humanism in “the rule of law.” Such discourses are understood and appreciated in different …

The lack of individual reward for individual effort is a major concern for many university film and video students undertaking group-based projects. Peer assessment is often used to derive individual marks for group projects, and because it goes some way towards mimicking professional practice. However, if there is only one group project that is part of a subject's assessable work, any mismatch of students, in terms of skills, commitment and personality, can result in some students receiving an undeservedly harsh assessment from their peers, which can affect their final grade.
