As the author Zora Neale Hurston says, "If you're silent about your pain, they'll kill you and say you enjoyed it." The Mirror Project (MP) aims to break this silence by giving voice to Black women who have experienced foster care in Portland, Oregon during their adolescence. In focus groups and interviews, participants shared their stories. Racial identity development theory, phenomenology and Afrocentric feminist epistemology provided lenses for gaining insight into their experiences in a predominantly white city. My objective is to illuminate the painful, discriminatory, and avoidable effects of family separation underneath the American child welfare system and tradition of family policing. In this bureaucratically sprawling and interconnected system comprising of prisons, courts, social workers, and doctors, individual blame is assigned to parents, families, and communities facing long-running systemic problems. The purpose of this study was to evaluate the effectiveness of a new foster parent wraparound program at Journey Church in Kenosha, Wisconsin. The need for this program was found to be in alignment with the mission of God as seen in Isaiah 1:17, Acts 6, Romans 8, and James 1:27. The New Testament Church has a history of leading the way with innovative solutions to rescue orphans, and today, the church once again has the opportunity to lead the way in foster care solutions.

Much research is done on the populations of families of children with special needs, church-going Christian families, and foster and adoptive families, but little exists on the families who fall into all three categories. This thesis seeks to help remedy this problem by studying the support experiences of these families. Existing research on foster and adoptive families, families with special needs, and disability in the church is reviewed.
