Veo una gran resistencia en la descentralización, provocada por el modo de encararla, así, los actores responsables la enfocan como una descentralización del Estado, como principio y fin y no como una relación entre Estado y sociedad.
Se plantea la descentralización como un tema local y no como un tema nacional, como un tema global. Es necesario que quienes estamos de acuerdo con la descentralización tengamos un sólo proyecto para impulsarlo con visión de país, con visión de América Latina y del mundo.

"Thou Shalt Not Put A Stumbling Block Before The Blind": The Americans With Disabilities Act And Public Transit For The Disabled, Michael E Lewyn

The Americans with Disabilities Act (ADA) ordered local governments to make bus and train systems more accessible to the disabled. The ADA imposed costly requirements upon local public transit systems but did not give local governments funds with which to satisfy this mandate. By reducing the funds available to transit systems, the ADA has sometimes forced cutbacks in transit service for everyone (including, ironically, the disabled to the extent that disabled people were able to use public transit before the ADA's enactment). Thus, the ADA has occasionally been counterproductive.
The root cause of the ADA's inadequacy is that the ADA …

Kefallinía is the largest of the seven Ionian Islands off the west coast of Greece. These Islands were for over five decades in the first half of the nineteenth century an independent state under British protection and known as the United States of the Ionian Islands. British imperial legacy in Kefallinía included an island road network that forms the basis of transport today, lighthouses, bridges, a quay, a customs house, courts of justice, a prison, a hospital, and public squares. Much research on agglomeration economies, and particularly recent work that builds on Marshall's concept of the industrial district, postulates that benefits derived from proximity between businesses are strongest for small enterprises. This paper investigates this hypothesis, examining the degree to which local business externalities differ in magnitude and type among large and small enterprises in two U.S. manufacturing sectors. A four factor micro-level production function with oft-cited sources of agglomeration economies (local input supply, labor pools, knowledge spillovers) modeled as technology parameters and dummy variables representing varying definitions of plant size (and type, i.e., single or multi establishment unit) are …

This thesis examines the inception and growth of "the Little City in Itself," a residential neighborhood in Bangor, Maine, as a case study of middle-class suburbanization and domestic life in small cities around the turn of the twentieth century. The development of Little City is the story of builders' and residents' efforts to shape a middle-class neighborhood in a small American city, a place distinct from the crowded downtown neighborhoods of immigrants and the elegant mansions of the wealthy.
