Increasing wealth inequality has created a public discourse concerning its societal impact and the government’s role in its regulation. Should the government regulate and redistribute wealth through taxes and government programs, or should the market regulate it? To this end, one concern that has not been discussed is to what extent wealthy individuals have manipulated our government institutions to ensure their preference of market regulation of wealth distribution. This dissertation analyzes the existence of two constellations of political forces, emphasizing their relationship to each other and the link between their interests related to China and climate change. It argues that two China-related alignments on climate issues are driven by their opposing approaches to US China relations in general in such a way that the latter predicts the former. These broad but opposing coalitions of political forces—one favoring and one opposing cooperation with China—are made up of think tanks, NGOs and industry groups, which have demonstrated a convergence in policy preferences over the course of two presidential administrations, democrat …

Police unions raise issues of great importance for political scientists. Yet, the field has neglected them. This essay argues that political scientists should see police unions as important interest groups, empowered by state collective bargaining laws, that are important players in local politics and shapers of the criminal justice system in America. The organizational properties that make police unions important interest groups are described. The important political questions that arise once we consider police union as interest groups are examined. This thesis presents a practitioner’s view on interest groups and interest group theory based primarily on Mancur Olson’s conclusions that small, organized minority interests have an advantage over the large, disorganized majority interests in the policymaking process; it tests the “why” behind this theory through an examination of a variety of factors, including the influence of money, the power of communications tools deployed by these interests, and the lobbyists’ role. It includes an introduction plus four chapters, including literature review, research methods, participant observations and in-depth interviews, and conclusion. Trusting in the integrity of our institutions when they are not under stress, we focus attention on them both when they are under stress or when we need them to protect us against other institutions. In the case of the federal judiciary, the two conditions often coincide. In this essay, I use personal experience to provide practical context for some of the important lessons about judicial independence to be learned from the periods of stress for the federal judiciary I have observed as a lawyer and concerned citizen, and to provide theoretical context for lessons I have deemed significant as …

The Cuban-American lobby successfully influenced Congress and various presidential administrations from the early 1980s until nearly the end of the century on U.S. foreign policy towards Cuba. Although two major events, the passage of the Trade Sanction Reform and Export Enhancement Act of 2000, and the Elián González affair of the same year, dramatically reduced the power of this conservative ethnic interest group, its influence continued during the George W. Bush presidency. New Trade, New Politics: Intra-Industry Trade And Domestic Political Coalitions, Mary Anne Madeira

Why are industries highly active in some battles over international trade policies, but in other instances, individual firms are highly active and industry groups are subdued? I argue that rising intra-industry trade in the postwar period has undermined traditional trade coalitions and created new opportunities for individual firms to become politically active. Drawing on new trade theories from economics, as well as work on firm heterogeneity and lobbying, I argue that industry associations become less active as intra-industry trade increases due to competing trade preferences among member firms. At the same time, individual firms become more politically active. My results …

Government officials who run administrative agencies must make countless decisions every day about what issues and work to prioritize. These agenda-setting decisions hold enormous implications for the shape of law and public policy, but they have received remarkably little attention by either administrative law scholars or social scientists who study the bureaucracy. Existing research offers few insights about the institutions, norms, and inputs that shape and constrain agency discretion over their agendas or about the strategies that officials employ in choosing to elevate certain issues while putting others on the back burner. This independent study explores the effectiveness of the strategies interest groups use to influence health care reform in the United States. This is done through testing three hypotheses The hypotheses are: 1) With all other things being equal, interest groups who are more active with the reform movement are more likely to be successful in their goals than those who are less active, 2) With all other things being equal, interest groups who are aligned with presidential health care reform initiatives are more likely to be successful in their goals than those who are not aligned, and 3) With all …

This dissertation builds on existing scholarship in political science and political sociology to explore the influence of interest groups in legislative action networks. The primary theoretical insight is that as the number of interest group affiliations between two members of Congress increases, so does the frequency with which they forge other sorts of social ties necessary to advance the interests of their interest group constituencies. In particular, the analysis looks at interest group donation strategies, legislative co-sponsorships, and roll-call votes during the 111th Congress (2009-2010). Science plays an increasingly important role in public policy in a range of issues from national security to public health. Thus, scientists will play an increasingly important role in society. This dissertation first examines how federal science funding changes with partisan control of key political institutions. Next, science-related interests groups, including their formation, specialization, and lobbying activities, are examined. Interest groups are a growing aspect of the American political system. However, they are an understudied aspect of political institutions. Federalism often creates additional decisions for interest groups in determining how best to advocate for their policy recommendations in the legislative process. Should they focus their advocacy at the local, state, or national level of government? What activities should they use at each level of government? This dissertation examines interest group behaviors in water quality policy in the Great Lakes region from 1940 to 2000, in oil policy in the Beaufort Sea region from 1970 to 2000, and in both policy areas in 2010-2013. This dissertation poses a set of six questions about one of the Israel Lobby’s particular components, a Potential Christian Jewish coalition (PCJc) within American politics that advocates for Israeli sovereignty over “Judea and Samaria” (“the West Bank”). Gauging the influence of organized interests in the American legislative process is undeniably a difficult undertaking. Interest groups and their lobbyists have little incentive to publicly reveal their goals and the extent of their efforts in pursuing those goals. Nationally, and in most states, lobbyists and interest groups are only required to publicly report their lobbying expenditures and the general policy areas in which they are interested in. Thus, it is extremely difficult to assess whether groups are successful in advocating for or against a particular bill. Increasingly, United States courts are recognizing various treaties, as well as declarations, proclamations, conventions, resolutions, programmes, protocols, and similar forms of inter- or multi-national “legislation” as evidence of a body of “customary international law” enforceable in domestic courts, particularly in the area of tort liability. These “legislative” documents, which this Article refers to as customary international law outputs, are seen by some courts as evidence of jus cogens norms that bind not only nations and state actors, but also private individuals. Beyond The Party-Group Continuum: Massachusetts Interest Groups In The 1980s, John C. Berg

Studies in the 1960s determined that Massachusetts had strong parties and weak interest groups. In the 1970s and 1980s, as the Republican Party shrank, party competition declined, conflict with the Democratic Party grew, and interest groups gained more importance — and probably will remain important despite the Republican gains of 1990. However, group conflict and citizen mobilization, including increased use of the initiative and referendum, create a situation of interest-centered conflict rather than interest-group dominance as traditionally conceived. This article, based on a 1987 survey of state legislators and legislative aides, plus a summary of recent Massachusetts political history, assesses …
