The presidential campaign of 1964 became a significant turning point in Virginia politics as the 24th Amendment eliminated poll taxes, black political organizations organized voter registration drives, and suburbanites, newcomers, and recent college graduates were attracted to the Republican Party. Republican candidates had made strong showings in elections in 1962 and 1963, due in part to the policies of the Kennedy administration. Democratic Senator Harry F. Byrd, Sr., publicly opposed many of the fiscal and social policies of the Kennedy-Johnson administration, creating difficulty among Republicans in choosing someone to oppose him. The Speakers of the House, from Carl Albert to Tom Foley, have faced various challenges in the budgetary process since the passage of the Budget Act in 1974. That act required the Congress to fix budget targets in authorizations and outlays in each of thirteen functional categories for each fiscal year and to reconcile annual authorizations and appropriations to those targets. It created separate budget committees in each chamber and altered the legislative process in an attempt to enforce budget discipline. Becoming A Dove: Senator Claiborne Pell's Opposition To The Vietnam War, Kevin C. Klyberg

This study examines the opposition of Senator Claiborne de Borda Pell to the Vietnam War and his role as a member of the United States Senate’s anti-war movement. Pell’s speeches, Senate statements, and correspondence reveal his criticism of the Vietnam policies of Presidents Lyndon Johnson and Richard Nixon and his attempts to alter them. Also, this study traces the influences which shaped Pell’s decisions, including his own experience in the United States Foreign Service, his theory about the forming of foreign policy, the opinions of his Rhode Island constituents, and his relationship with other Senate "Doves" who opposed the war.

Bonding, Structure And The Stability Of Political Parties: Party Government In The House, Gary W. Cox, Mathew D. Mccubbins

The public policy benefits that parties-deliver are allocated by democratic procedures that devolve ultimately to majority rule. Majority-rule decision making, however, does not lead to consistent policy choices; it is "unstable." In this paper, we argue that institutions - and thereby policy coalitions -- can be stabilized by extra-legislative organization. The rules of the Democratic Caucus in the U.S. House of Representatives dictate that a requirement for continued membership is support on the floor of Caucus decisions for a variety of key structural matters. Includes a note from Patricia O’Connor indicating that Bridges was required to show the sermon to the Secret Service prior to its delivery. Implementation Of Congressional Intent: A Study Of Amnesty Policy And The Immigration And Naturalization Service, Sherrie Baver, William Arp Iii

In 1990, the United States Border Patrol arrested approximately one million illegals (Dillin, 1990). Significant as this number may seem, it parallels the rate of arrest that existed prior to the passage of the Immigration and Control Act of 1986 (IRCA). This phenomenon suggests that the Act has failed to accomplish one of its primary objectives: to control illegal immigration to the United States.
The IRCA represented the first major change in US immigration policy in twenty-two years. In seeking to prevent illegal entry and to gain control over the undocumented population already in the country, it contained two key …
