Abstract: Why are some states’ economies more formal than others? This question has critical significance for policy-makers who endeavor to tap into the reservoir of tax revenue and entrepreneurship that informal economies contain. More importantly, large informal economies inhibit public good provision and perpetuate the impoverishment, marginaliza- tion, and political instability of select communities. Despite major variation in the size of informal economies across states, most scholarship on the informal economy concentrates only on the causes and consequences of the phenomenon, while neglecting to address its variation. Language is vital for the functioning of societies, from education to economic interactions. Language of education presents challenges in Africa due to colonial linguistic legacies and the diversity of indigenous African languages. While education trains learners for work in the formal economy, the South African formal cannot absorb all the available labor. The informal economy therefore provides vital work and income to millions of South Africans and immigrants. Language use in the informal sector was studied, including the education and work traders had before working as street produce vendors.

It seeks to answer the following question: Why are Ghanaian women so heavily concentrated in microenterprise in the informal economy? Although refugees and registered asylum-seekers have a legal right to work in South Africa, research shows that prevailing anti-immigrant attitudes and South African employers’ suspicion of these migrants’ documents makes employment extraordinarily difficult to acquire. This thesis investigates how, in the face of such challenges, forced migrants in Cape Town secure their day-to-day livelihoods. The research is based on semi-structured, open-ended interviews with thirty-two refugees and other forced migrants who live and operate in the Cape Town area, as well as five key informant interviews with employees of refugee service organizations. West Africa has a long tradition of human migration. Since the era of European colonization and during the twentieth century much of this migration has been rural to urban. This paper analyzes statistical data, observations, and interviews to compare the impacts of this migration on the cities of Bamako, Mali and Accra, Ghana. This analysis supports the conclusions that rural to urban migration in Ghana has resulted in the creation of an urban subsistence existence and an increased number of people participating in the informal sector of the economy.
