Understanding the processes that control water vapor isotopic composition in mountain environ- ments is essential for interpreting isotope records and predicting water resource responses to cli- mate change. This thesis applies information theory to continuous, high-resolution water vapor stable isotope measurements from the Surface Atmosphere Integrated Field Laboratory (SAIL) campaign in the East River watershed of Colorado’s Upper Gunnison Basin, spanning the winter- to-spring transition of 2022–2023. Wildfires alter the water quantity and quality in downstream river networks. Fires promote biodiversity, maintain habitat, and provide many ecosystem services in a fire-adapted landscape. However, changes in the natural fire regimes can alter ecosystem function and threaten the water security of impacted downstream communities. The magnitude, timing, and persistence of these impacts are difficult to predict due to the lack of high-resolution datasets with adequate coverage to evaluate spatiotemporal trends after a fire. Rivers transport sediment and carbon across Earth’s surface, and their floodplains can store carbon over decades to millennia, making them important to terrestrial carbon management. While soil carbon can persist long term, it may be released as greenhouse gases through processes like methanogenesis and heterotrophic respiration. Environmental controls on these fluxes remain poorly constrained across floodplains in different climate and geomorphic setting, but especially in semi-arid systems where measurements are limited. The inhalation of windblown particulate matter (PM) derived from abandoned uranium mines (AUMs) is a potential environmental health risk to Native American communities that live in proximity to these sites. However, the aeolian transport of metal-bearing PM from AUMs, as a potential exposure pathway, has not been investigated in any detail. In this study, we sampled airborne particulate matter within the Jackpile Mine located on the lands of the Pueblo of Laguna, New Mexico using passive sampling methods to understand the characteristics of dust within the mine site. Roosevelt Hot Springs is an actively producing hydrothermal system that has been extensively studied by field, geophysical and geochemical techniques since the 1970’s. Roosevelt Hot Springs sits at the western base of the Mineral Mountains in Utah, an area that has formed because of many volcanic, thermal and structural events since the late Oligocene. The field of observational seismology has made tremendous progress in the past two decades. This progress has been multi-faceted in form, but significant contributions emanated from 1) increases in both the quality and the quantity of seismic data 2) advances in computational power 3) advances in algorithmic capability, including machine learning. In this dissertation I report on three distinctly different seismic applications made possible by the aforementioned progress and discuss the insights these applications have provided in understanding volcanic and near surface processes of the Earth.

The Los Lagos region of Chile is experiencing ecological and socioeconomic challenges because of climate change. Despite efforts by the agricultural sector to understand and manage water resources, the lack of basic water quantification data affects their ability to effectively plan and implement water management strategies. In the past decade, high-frequency water quality sondes have become more abundant in watersheds across North America and Europe and are gaining a foothold in Asia and South America. In this dissertation, three relevant topics associated with high-frequency data are investigated, i.e., the impact of winter’s precipitation on surface water quality and stream metabolism, the longitudinal propagation of wildfire disturbances through a fluvial network, and the use of machine learning with high-frequency data to estimate fluvial nutrient processing. Abandoned uranium mines across the U.S. disproportionately affect indigenous communities who suffer numerous intergenerational health consequences from chronic exposure to toxic metal mixtures. The Jackpile-Paguate Uranium Mine on Laguna Pueblo in west-central New Mexico was designated a Superfund Site in 2013 and exposure risks from inhalation of toxic metals in airborne particulate matter are of concern for the local tribal communities. This thesis uses a geometric approach to derive and solve nonlinear least squares minimization problems to geolocate a signal source in three dimensions using time differences of arrival at multiple sensor locations. There is no restriction on the maximum number of sensors used. Residual errors reach the numerical limits of machine precision. Symmetric sensor orientations are found that prevent closed form solutions of source locations lying within the null space. Maximum uncertainties in relative sensor positions and time difference of arrivals, required to locate a source within a maximum specified error, are found from these results. Over the past eighty years, the Rio Chama, a major tributary of the Rio Grande in New Mexico, has been subject to significant disruption of historic hydrological flow regimes due to water use demands. In recent years, a multiagency management effort has been initiated to restore some measure of historic flow regimes in the 39.6 km congressionally designated Wild and Scenic stretch through the Rio Chama Canyon Wilderness. Observed streamflow and climate data are used to test the hypothesis that climate change is already affecting the streamflow volume derived from snow accumulation in ways consistent with climate model-based projections of 21st century streamflow. Annual and monthly changes in streamflow volume and surface climate variables on the upper Rio Grande (URG) near its headwaters in southern Colorado are assessed for water years 1958-2015. Trends in discharge are examined together with variations in snow water equivalent and surface climate variables. The isotopic composition of atmospheric water vapor (1H216O, H218O, and 1H2H16O) was continuously measured at the National Oceanic and Atmospheric Administration (NOAA) Mauna Loa Observatory (MLO) from April 8, 2016 through March 13, 2017 using Off-Axis Integrated Cavity Output Spectroscopy (OA-ICOS). The dataset has been carefully corrected for humidity-dependent biases and calibrated against the international VSMOW-SLAP scale to provide a precise, continuous, nearly yearlong dataset from a dynamic subtropical setting. The measurements are provided with 15-minute and 6-hourly resolution.

The Southwestern US is predicted to become hotter and drier, as global climate change forces increasing temperatures and variability in timing and size of precipitation inputs. Drought stress has become more frequent in recent decades, and resulted in massive forest mortality in piñon-juniper woodlands. During recent severe droughts (2000-2003, 2009-2012), piñon pine (Pinus edulis Englem.) suffered disproportionately high mortality compared to co-occurring one-seed juniper (Juniperus monosperma [Engelm.] Sarg.). A large-scale precipitation manipulation experiment was established in a piñon-juniper woodland in central New Mexico to test hypotheses regarding tree survival and mortality with respect to altered water regimes. These cases are required by statute to create a formal inventory of water uses and to facilitate administration of New Mexico’s surface and groundwater. The geographic scope of each case is generally described by a stream system and occasionally by a groundwater basin. By statute, the State is always the plaintiff. As warming temperature and changing weather patterns continue to develop, the likelihood that water shortages—like those felt throughout the state from 2010 through 2013—will occur with greater frequency. Since the turn of the twenty first century, drought conditions have frequently stricken much of New Mexico. Such intervals of extreme dryness have been a permanent, recurring feature of the state’s climate for at least two thousand years, according to tree ring data and other scientific evidence. Some of these past droughts lasted for decades, exceeding in severity the Dust Bowl of the 1930sand the great New Mexico drought of the 1950s. For decades, most of the waters of the State of New Mexico have been the subject of water rights adjudications to establish all the water rights. Stream systems and sub-basins geographically define the adjudications. There are twelve active cases. However, complete adjudication of all New Mexico water rights is still many years away. Meanwhile, water use in the state has evolved.New water users increasingly look to acquire existing water rights rather than developing new rights. Decisions on administration, distribution, and redistribution of water have to be made.

The domestic well statutes direct that the State Engineer “shall” issue a permit for certain types of temporary or low volume wells, including wells for household use. The Rio Grande, the Pecos, the Gila, the San Juan, the Canadian—New Mexico’s rivers are synonymous with the state’s culture and natural heritage. New Mexicans overwhelmingly care about the health of the state’s rivers and that includes flows to support fish and river dependent wildlife. Rivers, wetlands, and riparian areas comprise a very small part of our landscape—a mere 1 percent. Inter-basin water transfers move water from one watershed to another. As droughts constrict the availability of water, and cities grow larger and thirstier, such transfers are increasingly being eyed as a solution. Although inter-basin transfers usually do not increase the overall availability of water in a state, they can move water to where it is needed most. Some of the main proponents of inter-basin transfers are pro-growth city and state governments as the re-allocation of water across watersheds allows for flexibility in planning for future growth.

In March of 2009, the Congress passed and President Obama signed into law the“Omnibus Public Land Management Act of 2009". The Project is a major endeavor for northwestern New Mexico. The “Aamodt case” is a complex, long-running adjudication of water rights in the Pojoaque River watershed northwest of Santa Fe. In 1966,it was filed in federal court as State of New Mexico, ex rel. State Engineer,et al. v. Aamodt, et al. The parties include the State, through the State Engineer, about 5,600 non-Indian claimants, the Pueblos of Nambé, Pojoaque,San Ildefonso, and Tesuque, and governmental entities such as the county of Santa Fe, many acequias, the Pojoaque Valley Irrigation District, and several federal and state agencies.

In November of 2010, the Congress passed the Claims Resolution Act and on December 8, President Obama signed it into law. Title V of the Claims Act, the Taos Pueblo Indian Water Rights Settlement Act, settles the Pueblo portion of the Abeyta case and approves an agreement signed in 2006 by officials from Taos Pueblo, the State of New Mexico, and other interested water rights owners in the Taos area. The Salt Basin of south-central New Mexico presents several problems of resource utilization. The basin is a large but little-known area—dry, inhospitable—but it has a sought-after supply of groundwater and perhaps a supply of natural gas and oil. In addition, the basin features vast stretches of grassland in an essentially intact natural environment. The“hows” and the “whethers” of using and conserving these resources have been vigorously argued for several years.

In 2001, the New Mexico legislature passed the Water Project Finance Act. The stated purpose of the Water Project Finance Act is to provide a financing mechanism to promote water use efficiency, water resource conservation and protection, and fair distribution and allocation of water to all users. The Water Trust Board was created in the Act. Its purpose is to: 1) oversee and administer the Water Trust Fund and Water Project Fund; 2) review and recommend funding for qualifying water projects to the legislature; and 3)pursue additional funding opportunities.

The Strategic Water Reserve (Reserve) established in 2005 transforms New Mexico’s policies regarding river management. The Reserve is a pool of publicly held water rights dedicated to keeping New Mexico’s rivers flowing to meet the needs of river-dependent endangered species and to fulfill our water delivery obligations to other states. It is a tool for New Mexico to achieve sensible and sustainable water policies by balancing water use between cities, industry, agriculture, and the rivers of the state.
