Methane (CH4) is a potent greenhouse gas (GHG) that has 28-36 times the greenhouse effect of carbon dioxide (CO2) over a 100-year timespan. Recent remote sensing research conducted by NASA Jet Propulsion Laboratory and Scientific Aviation has indicated that the working face of landfills are sectors of much higher methane emissions than previously considered. A working face location, which is the area of the landfill where daily waste is deposited, lacks the engineering controls present on the rest of the landfill. This paper proposes a performance assessment method (PAM) at urban scale, based on five specific waste indicators such as: population access to waste collection services (%), separate collection (%), reuse & recycle (%), landfilling (%) and amounts of waste uncollected (Qwu-%). Values of each indicator are correlated to an assessment table for three different years (2004, 2007, 2010) highlighting the disparities between urban localities of Neamt county. Open dumping of waste generated and uncollected is the most common option in waste management schemes from rural areas. Lack of sanitation services or rudimentary waste management systems favored this practice. This paper proposes a method to estimate the amounts of household waste uncontrolled disposed at local administrative unit level (commune) for 2003 and 2010. Based on estimating the amounts of waste generated and uncollected are introduced new indicators in the quantitative analysis taking into account the household waste composition, individual composting of biodegradable waste or recyclable waste from households for a more proper assessment of waste disposed.
