As coastal communities across the U.S. and worldwide undertake efforts to enhance their resilience to coastal hazards, they must do so while ensuring that all voices are heard, addressing and preventing disparate impacts, and, ultimately, increasing resilience in an equitable way. The Resilience Adaptation Feasibility Tool (RAFT) assists coastal communities in incorporating equity into resilience planning and implementation of projects to increase resilience. The RAFT includes social and economic dimensions in assessment of resilience and focuses on how localities can build resilience equitably. The initial lockdown phase of the COVID-19 pandemic presented an unfortunate opportunity to observe how abrupt, large-scale changes in traffic volume can reduce greenhouse gas emissions. This study explores how carbon dioxide (CO2) emissions from Virginia’s transportation sector may have been affected by the changes in activity stemming from COVID-19 to inform more carbon-neutral policies as the state recovers from the economic downfall. Emission savings were calculated by multiplying the percent change from 2019 to 2020 in traffic volume from the Virginia Department of Transportation with the business-as-usual 2020 U.S. Environmental Protection Agency estimate of CO2 emissions …

Low-lying coastal and estuarine areas are among the most populated regions globally, have high economic significance, and are increasingly threatened by climate change, sea level rise, nuisance flooding, and extreme storms. Nature-based coastal protections are sustainable and sea-level resilient alternatives compared to traditional solutions such as dikes and seawalls. Submerged aquatic vegetation (SAV) or seagrasses can provide coastal flood and erosion protection by attenuating storm wave and current energy and stabilizing seabed sediments. However, more research is needed to understand the interactions between flow, SAVs, and sediments. These dynamic interactions affect flow at different scales and seagrass productivity. In this …

This thesis developed a statistical downscaling approach, which consists of a series of linear regression equations, to spatiotemporally downscale the rainfall predictions from North American Regional Climate Change Assessment Program (NARCCAP) in accordance with the 15-min observed rainfall data at the rain gauges across the state of Virginia. NARCCAP has generated twelve different region-global climate models (RCM-GCMs) with a temporal resolution of 3 hr and a spatial resolution of 50 km over the entire America. Although it has been downscaled already, such resolutions are still too coarse to represent the rain gauges. This means that the RCM-GCMs’ predictions need to …

Communities in coastal Virginia, particularly in the urban region of Hampton Roads and the rural Eastern Shore peninsula, are experiencing the impacts of climate change as part of everyday life. Among the most apparent impacts are sea level rise and associated flooding, but increasingly residents of the region are observing changing ecosystems, health impacts and complex social challenges are made more difficult. Water is an important resource for the Commonwealth of Virginia. Too much water increases runoff, disrupt transportation networks, and contributes to school closures. Too little water may adversely impact agricultural operations. To improve climate-related information to Virginia citizens, this study assesses means and changes in precipitation across the Commonwealth of Virginia (1947 – 2016). Using daily station-level precipitation data from the Global Historical Climate Network (GHCN), descriptive statistics were calculated for 43 locations in terms of total precipitation (inches decade-1), precipitation days (x>0”), and heavy precipitation days (x>1.0”). This project is a part of a broader initiative - the Resilience Adaptation Feasibility Tool (RAFT) - that addresses the daunting challenges coastal communities are facing related to sea level rise and climate change (more information about RAFT is available here: https://ien.virginia.edu/raft).
This aim of this project was to investigate how residents and business owners in low-to-moderate income communities in Portsmouth, Virginia cope with flooding, and to assess implications for how the local government can better engage with residents to better meet their information needs so they can be more resilient to flooding. The impact of sea level rise on increased tidal flooding and storm surges in the Hampton Roads region is demonstrated, using ~90 years of water level measurements in Norfolk, Virginia. Impacts from offshore storms and variations in the Gulf Stream (GS) are discussed as well, in view of recent studies that show that weakening in the flow of the GS (daily, interannually, or decadal) is often related to elevated water levels along the U.S. East Coast. Two types of impacts from hurricanes on flooding in Hampton Roads are demonstrated here. One type is when a hurricane like Isabel (2003) makes …

Dr. Derek Loftis presented his recent research related to installing new water level sensors (and some of the early event data the network has captured during Hurricanes Jose and Maria) in many Hampton Roads municipalities with the StormSense Smart Cities project. This presentation also introduces information related VIMS efforts with the CCRFR and local news media in the organization of the 'Catch the King' Tide crowd-sourcing data event using the Sea Level Rise App.

The objective of StormSense is to enhance the capability of communities to prepare and respond to the disastrous impacts of sea level rise and coastal flooding in ways that are replicable, scalable, measurable, and make a comparable difference worldwide. The StormSense Project is an inundation forecasting research initiative partially funded by the National Institute of Standards and Technology to advance the field of emergency preparedness for flooding resulting from storm surge, rain, and tides. Sea level rise (SLR) along Virginia’s coasts and around the Chesapeake Bay as measured by tide gauges is analyzed and discussed. It is shown that the SLR rates vary between one location to another and in most locations the rates increase over time (i.e., SLR is accelerating). The latest science of SLR is reviewed and the causes of the high SLR rates in Virginia are discussed. The impacts of land subsidence and ocean currents (changes in the Gulf Stream in particular) on sea level are especially notable and important for predicting future SLR in Virginia. Storm surge-induced coastal inundation poses numerous personal, commercial, industrial, and sociopolitical challenges for society. Flooding can be caused by the combination of storm surge and river-induced inland flooding in many locations throughout the coastal plain. The cross-disciplinary nature of the hydrodynamics involved (hydraulics, oceanography, and hydrology), coupled with the complexity of the atmospheric forcing, makes a numerical model the best approach for a comprehensive study of the dynamics of coastal inundation.
This study builds upon the lessons learned from forecast modeling experiences during 2011 Hurricane Irene in Tidewater Virginia, to ascertain the most effective way to approach predicting street-level inundation. …
