On Node Isolation Under Churn In Unstructured P2p Networks With Heavy-Tailed Lifetimes, Zhongmei Yao, Xiaoming Wang, Dmitri Loguinov

Previous analytical studies [12], [18] of unstructured P2P resilience have assumed exponential user lifetimes and only considered age-independent neighbor replacement. In this paper, we overcome these limitations by introducing a general node-isolation model for heavy-tailed user lifetimes and arbitrary neighbor-selection algorithms. Using this model, we analyze two age-biased neighbor-selection strategies and show that they significantly improve the residual lifetimes of chosen users, which dramatically reduces the probability of user isolation and graph partitioning compared to uniform selection of neighbors. In the immediate aftermath of al-Qaeda‘s September 11 attacks on the United States of America, examinations of terrorist funding focused on the Middle Eastern and South Asian use of Hawala and non-traceable financial transactions. However, whilst the cloaking of identity is certainly a part of criminal activity for funds transfer, there are other factors. South Asia‘s community banking norms align far more closely with informal systems that follow centuries-old customs of familial trust rather than reportable record keeping. Post-event evaluations of emergency management are critical to help emergency service providers and communities learn to build disaster resilience. This paper identifies five main types of formal post-event evaluations of emergency management that are used in Australia. It argues that these evaluations should be more consistent in their conduct and approach, more comprehensive in scope, and better timed. The paper also suggests that post-event evaluation reports should be released particularly to the affected communities.

Within the field of natural-resources management, the application of adaptive management is appropriate for complex problems high in uncertainty. Adaptive management is becoming an increasingly popular management-decision tool within the scientific community and has developed into two primary schools of thought: the Resilience-Experimentalist School (with high emphasis on stakeholder involvement, resilience, and highly complex models) and the Decision-Theoretic School (which results in relatively simple models through emphasizing stakeholder involvement for identifying management objectives). Stored-value cards (SVCs) are a kind of smartcards that can be used to store monetary values. SVCs have demonstrated a wide range of applications in commerce. SVCs are in general tamper-resistant, but they are very computationally weak and their security mechanisms are also weak against side-channel attacks. In this paper, we propose an efficient and secure stored-value card system. With the help of pre-computations, storedvalue cards in our scheme are only required to perform simple arithmetic operations and bitwise comparisons. Parts of New South Wales (NSW) have experienced warming of 1.5 to 2.0 degrees Celsius in the period 1960 to 2009, indicating that the impacts of climate change are already being felt. Immediate, effective adaptation to potential impacts is crucial in reducing vulnerability to climate change. All three levels of government in Australia have a role in adaptation planning however it is local government that is at the ‘coal face’ of the outcomes of imminent climatic changes.
