This Conference is presented by the Getches-Wilkinson Center for Natural Resources, Energy, and the Environment, in conjunction with the Air-Water-Gas Sustainability Research Network. Technological advances for extracting oil and gas from shale deposits have ushered in a new era of energy development in key resource-rich pockets throughout the US. In this event, we review the ongoing efforts of governments and industry to develop the regulatory and management practices necessary to protect water and air resources, drawing on the latest scientific research to tackle areas of uncertainty and to inform future action.

Rural improved water supply coverage in Uganda has stagnated around 64% for a number of years and at this point more than 10 million rural people do not have access to an improved drinking water source. It has been recognized that progress toward improved water supply coverage and increased service levels may be gained through Government and nongovernmental organization (NGO) support of private investment in household and shared water supplies, commonly known as Self-supply. It has been reported that globally we have achieved Millennium Development Goal (MDG) Target 7C, to halve the proportion of the population without access to safe drinking water; however, there is a major flaw with this statement. While Target 7C calls for access to `safe' drinking water, what is actually being measured and reported is access to an `improved' water source. The World Health Organization (WHO) maintains that they must use this proxy measure because the methods for water quality testing are too expensive and logistically complicated, but by doing so, they may be over reporting safe water coverage.

Our specific focus in this book is on securing water for sustainable food production. This links to sustainable water resources management, delivering on the water supply and sanitation requirements and provisioning water for energy and the urban sector. A specific intent is to ensure that the realities in low- and middle-income countries in Africa and Asia are recognized and to provide practical pathways to change that fit these realities and the aspirations of those countries.
