Regulating New Tech: Problems, Pathways, And People, Cary Coglianese Dec 2021

Regulating New Tech: Problems, Pathways, And People, Cary Coglianese

All Faculty Scholarship

New technologies bring with them many promises, but also a series of new problems. Even though these problems are new, they are not unlike the types of problems that regulators have long addressed in other contexts. The lessons from regulation in the past can thus guide regulatory efforts today. Regulators must focus on understanding the problems they seek to address and the causal pathways that lead to these problems. Then they must undertake efforts to shape the behavior of those in industry so that private sector managers focus on their technologies’ problems and take actions to interrupt the causal pathways. …

The Promise And Limits Of Lawfulness: Inequality, Law, And The Techlash, Salomé Viljoen Sep 2021

The Promise And Limits Of Lawfulness: Inequality, Law, And The Techlash, Salomé Viljoen

Articles

In response to widespread skepticism about the recent rise of “tech ethics”, many critics have called for legal reform instead. In contrast with the “ethics response”, critics consider the “lawfulness response” more capable of disciplining the excesses of the technology industry. In fact, both are simultaneously vulnerable to industry capture and capable of advancing a more democratic egalitarian agenda for the information economy. Both ethics and law offer a terrain of contestation, rather than a predetermined set of commitments by which to achieve more democratic and egalitarian technological production. In advancing this argument, the essay focuses on two misunderstandings common …

Abstract
Is it true that we solve problem using techniques in form of formula? Mathematical formulas can be derived through thinking of a problem or situation. Research has shown that we can create formulas by applying theoretical, technical, and applied knowledge. The knowledge derives from brainstorming and actual experience can be represented by formulas. It is intended that this research article is geared by an audience of average knowledge level of solving mathematics and scientific intricacies. This work details an introductory level of simple, at times complex problems in a mathematical epidermis and computability and solvability in a Computer Science. …

An Education Theory Of Fault For Autonomous Systems, William D. Smart, Cindy M. Grimm, Woodrow Hartzog Apr 2021

An Education Theory Of Fault For Autonomous Systems, William D. Smart, Cindy M. Grimm, Woodrow Hartzog

Notre Dame Journal on Emerging Technologies

Automated systems like self-driving cars and “smart” thermostats are a challenge for fault-based legal regimes like negligence because they have the potential to behave in unpredictable ways. How can people who build and deploy complex automated systems be said to be at fault when they could not have reasonably anticipated the behavior (and thus risk) of their tools? Part of the problem is that the legal system has yet to settle on the language for identifying culpable behavior in the design and deployment for automated systems. In this article we offer an education theory of fault for autonomous systems—a new …

Advances in nanofabrication methods have enabled the tailoring of new strategies towards the controlled production of nanoparticles with attractive applications in healthcare. In many cases, their characterisation remains a big challenge, particularly for small-sized functional nanoparticles of 5 nm diameter or smaller, where current particle sizing techniques struggle to provide the required sensitivity and accuracy. There is a clear need for the development of new reliable characterisation approaches for the physico-chemical characterisation of nanoparticles with significant accuracy, particularly for the analysis of the particles in the presence of complex biological fluids. Herein, we show that the Differential Centrifugal Sedimentation can …

Do Blockchain And Iot Architecture Create Informedness To Support Provenance Tracking In The Product Lifecycle?, Somnath Mazumdar, Thomas Jensen, Raghava Rao Mukkamala, Robert John Kauffman, Jan Damsgaard

Research Collection School Of Computing and Information Systems

Consumers often lack information about the origin and provenance of the products they buy. They may ask: Is a food product truly organic? Or, what is the origin of the gemstone in the ring I purchased? They also may have sustainability concerns about the footprint of a product at the end of its life. Producers and sellers, meanwhile, wish to know how longitudinal tracking of the provenance of products and their components can boost their sales prices and after-market value, and re- veal new business opportunities. We focus on how the product lifecycle (PLC) can be leveraged to track information …

Chronic Customers Or Increased Awareness? The Dynamics Of Social Media Customer Service, Shujing Sun, Yang Gao, Huaxia Rui

Research Collection School Of Computing and Information Systems

Despite that social media has become a promising alternative to traditional call centers, managers hesitate to fully harness its power because they worry that active service intervention may encourage excessive use of the channel by disgruntled customers. This paper sheds light on such a concern by examining the dynamics between brand-level customer complaints and service interventions on social media. Using details of customer-brand interactions of 40 airlines on Twitter, we find that more service interventions indeed cause more customer complaints, accounting for the online customer population and service quality. However, the increased complaints are primarily driven by the awareness enhancement …

Shaping Soil: Examining Relationships Between Agriculture And Climate Change, Lindsay Barbieri Jan 2021

Shaping Soil: Examining Relationships Between Agriculture And Climate Change, Lindsay Barbieri

Graduate College Dissertations and Theses

As the ripple-effects of a changing climate shape our planet, understanding relationships between agriculture and climate change is critical. With agricultural practices shaping soils on over a third of the earth’s land surface, the soils and lands where food is produced are integral grounds for examining these relationships. While not all humans practice agriculture in similar or damaging ways, nevertheless, dominant agricultural practices are displacing beings and ecosystems and perturbing global nutrient cycles across the planet. These entwined imbalances of dominance and nutrients result in flows of excess nitrogen, phosphorus, and carbon that are responsible for nearly three-fourths of the …
