The Oil Pollution Act of 1990 requires the development of Regional and Area Contingency Plans. For more than 20 years, the State of Florida, under both the Department of Environmental Protection and the Florida Fish and Wildlife Commission, has worked closely with the U.S. Coast Guard and the National Oceanic and Atmospheric Administration to develop these plans for coastal and marine oil spill response. Current plans, developed with local, state and federal stakeholder input, use geographic information systems (GIS) data such as location and extent of sensitive ecological, wildlife, and human-use features (termed Environmental Sensitivity Index data), pre-defined protection priorities, …

Using Monte Carlo Tree Search For Replanning In A Multistage Simultaneous Game, Daniel Beard, Philip Hingston, Martin Masek

In this study, we introduce MC-TSAR, a Monte Carlo Tree Search algorithm for strategy selection in simultaneous multistage games. We evaluate the algorithm using a battle planning scenario in which replanning is possible. We show that the algorithm can be used to select a strategy that approximates a Nash equilibrium strategy, taking into account the possibility of switching strategies part way through the execution of the scenario in the light of new information on the progress of the battle.

Using The Papathoma Tsunami Vulnerability Assessment Model To Forcast Probable Impacts, And Planning Implications, Of A 500-Year Tsunami In Cayucos, California, Andrew Robert Marshall

This report focuses on using the Papathoma Tsunami Vulnerability Assessment Model (PTVA) to demonstrate the vulnerability of Cayucos to a 500-year tsunami, and using the results to inform specific planning recommendations. By modeling inundation with GIS and analyzing building attributes via the PTVA model, this study has gone beyond any previous vulnerability assessments of Cayucos. Findings include: delineation of the most vulnerable areas, estimates of numbers of lost civic buildings, commercial buildings and houses, as well as estimates of people displaced from tsunami damaged homes. Ecodistricts, or neighborhood-scale, community-driven areas of sustainable development, have emerged internationally and within the U.S. to create models of adaptive environmental design and advanced urban infrastructure. Central SoMa is the first ecodistrict to be planned and implemented in San Francisco, with the intention of revitalizing and greening this urbanized region of the city. At this time, the Central SoMa area has very low biodiversity levels, inefficient infrastructure, and poor water management capabilities. The Environmental Planning and Assessment Act 1979 and the Land and Environment Court Act 1979, comprise a legislative duo providing statutory control over the use of public and private property in the most populous state of Australia, New South Wales (NSW). Statutory planning in NSW arguably commenced in 1951 with the Cumberland Planning Scheme Ordinance which was in turn based upon pre-war English town and country planning, and is generally regarded as the foundation for much Australian planning. Planning in realistic domains typically involves reasoning under uncertainty, operating under time and resource constraints, and finding the optimal subset of goals to work on. Creating optimal plans that consider all of these features is a computationally complex, challenging problem. This dissertation develops an AO* search based planner named CPOAO* (Concurrent, Probabilistic, Over-subscription AO*) which incorporates durative actions, time and resource constraints, concurrent execution, over-subscribed goals, and probabilistic actions. To handle concurrent actions, action combinations rather than individual actions are taken as plan steps. Plan optimization is explored by adding two novel aspects to plans. Strategic regional plans aim to achieve aspirational objectives such as vibrant communities,affordable transport, productive economy and protected natural environments. But planners often lack decision support tools capable of tracking complex dynamic interactions between these various components. Many current regional planning models rely on feed-forward trend analyses. These trends are based on demographic or economic assumptions that lock-in regional growth into a unique pathway. The weaker the initial assumption is, the less plausible the evolution of other components of the regional development. Alaska Native Corporations (ANCs) came under political scrutiny in the United States in 2009 during a climate of economic recession and governmental spending reductions. Since then, ANCs have faced increased governmental regulations that immediately changed the ways that their leaders previously achieved growth and success. The purpose of this explanatory case study was to identify elements of ANC strategic plans that lead to success and growth when operationally implemented. This report details the results of an empirical study that examined perceived health and well-being motives and benefits among visitors to a sample of Alberta’s parks and protected areas. The study revealed several major findings with important policy and management implications. First, the human health and well-being benefits that the visitors expected to receive from visits were perceived to be a major personal motivation in the choice to visit Alberta protected areas. The most important motivation factors identified by respondents were psychological and emotional well-being (89.1% of visitors ranked this important), social well-being (88.3%), physical well-being (80.3%), and environmental well-being …

Flooding is an increasing environmental concern for many Canadian cities. There is increasing awareness of climate change and its impacts on precipitation behavior and flooding in urban areas. Knowledge gaps were identified in the literature concerning urban flood response planning, uncertainty and preparedness planning. This study examines and compares urban flood response measures and resilience building for natural disasters in the Cities of Toronto and Calgary.
