The Natural Resources Law Center's 25th Anniversary Conference and Natural Resources Law Teachers 14th Biennial Institute provided an opportunity for some of the best natural resources lawyers to discuss future trends in the field. The conference focused on the larger, cross-cutting issues affecting natural resources policy. Initial discussions concerned the declining role of scientific resource management due to the increased inclusion of economic-cost benefit analysis and public participation in the decision-making process. From the time an injury to coral reef resources is reported, a well-coordinated and implemented plan is critical to the success of response and restoration efforts. The coral reefs of southeast Florida are offshore a highly urbanized area with a population exceeding 5 million people and three major shipping ports with over 6000 ships calling on an annual basis. Reef injury events are common and have been caused by ship groundings and marine construction activities such as channel dredging and cable placement. Restoration activities generally only include the reattachment of dislodged stony corals, removal of rubble, and boulder stabilization. The Florida Department of Environmental Protection has recognized these limited activities and is collaborating with Nova Southeastern University’s Oceanographic Center to study ways to accelerate coral reef …

The development of land for modern agriculture has resulted in losses of native prairie habitat. The small, isolated patches of prairie habitat that remain are threatened by fire suppression, overgrazing, and invasion by non-native species. We evaluated the effects of three restoration practices (grazing only, burning only, and burning and grazing) on the vegetation characteristics and butterfly communities of remnant prairies. Total butterfly abundance was highest on prairies that were managed with burning and grazing and lowest on those that were only burned. Butterfly species richness did not differ among any of the restoration practices. Butterfly species diversity was highest …

Mississippi River Alluvial Valley (MAV) is one of the most important ecosystems in the United States, and bottomland hardwood forests (BLHs) are a major components of this ecosystem. The ecological and hydrological functions of BLHs can help maintain the diversity of species, groundwater balance, and nutrient removal etc. However, due to the increased human activities in the area, most of the BLHs were converted to agricultural land. Bottomland hardwood forests and associated fauna, including frogs, are disappearing. The 1990 Farm Bill created a wetland restoration program on private lands called the Wetland Reserve Program (WRP) that has the potential to reverse the declines in species associated with bottomland hardwood forests. As of September 2005, nearly 85,000 ha had been enrolled in Louisiana, but the structure and value of these wetlands to frogs is not known. Water quality in the Chesapeake Bay and the Patuxent River has decreased since the 1950s due to an increase in nutrient loadings. Increased nutrient loads have caused an increase in the extent and duration of hypoxic conditions. Restoration via large-scale reductions in nutrient loadings is now underway. How reducing nutrient loadings will affect water quality is well predicted; however the effect on fish is generally unknown as most water quality models do not include trophic levels higher than zooplankton. I combined two water quality models with bay anchovy models (Anchoa mitchilli) to examine the effects of changes in nutrient loadings …
