Ocean Zoning For The Gulf Of Maine: A Background Paper, Fara Courtney, Jack Wiggin

Coastal and ocean management is a constantly evolving practice. For at least two decades, coastal communities around the world have been experimenting with new ways to control a multitude of activities in their urban and rural harbors. The number and diversity of Marine Protected Areas are growing, with an increasing focus on protecting integrated biological communities, rather than individual species of concern. The United States and Canada are each developing new, comprehensive ocean polices, looking to better integrate management functions at all levels of government.

Large enhancement of photoanisotropic effects is demonstrated in thin films of the biomaterial Bacteriorhodopsin by using two exciting beams of orthogonal polarization. The mechanism of the enhancement originates from optimization of direction-selected photoisomerization of the biomaterial controlled by the polarized exciting beams. The technique is applied for achieving an all-optical switch with the additional feature of output sign control.

A discussion paper prepared as part of a focus group on the topic of Federal Consistency in New Jersey.

In 1972, the U. S. Congress passed the Coastal Zone Management Act (CZMA), designed to “preserve, protect, develop, and where possible, to restore and enhance the resources of the nation's coastal zone.” The CZMA encouraged coastal states to develop and implement comprehensive management programs that balance the need for coastal resource protection with the need for economic growth and development within the coastal zone.

In 1993, Massachusetts Governor William Weld and Boston Mayor Thomas Menino approved the “Back to the Beaches” project, a seven-year, $30.5 million public project to restore nineteen Boston Harbor beaches. Today, these sites have new, cleaner sand, improved access, and new amenities and facilities now ready to offer additional opportunities for recreation. People are coming back to the Boston Harbor beaches in numbers significantly higher than a decade ago. The Coastal Zone Canada 2000 Conference occurred in Saint John, New Brunswick from September 17 to 22. All of the 600 registrants received a canvas packet that included four separately bound publications: the final conference program, the tradeshow program, Canadian Synopsis (a table of ICM efforts in Canada), and Baseline 2000.

The Coastal Zone Canada Association organized and administered the Conference as they had done for three previous Canadian based international CZ conferences (Victoria, British Columbia in 1998, Rimouski, Québec in 1996, and Halifax, Nova Scotia in 1994).

The Weir River Area of Critical Environmental Concern (ACEC) was designated by the Massachusetts Secretary of Environmental Affairs in 1986 in recognition of one of the largest and most productive salt marsh ecosystems in the Boston Harbor area. As an ACEC, the region is afforded additional attention and protection from state agencies in order to achieve the goals of designation--to restore, enhance, and manage the resources. Why Makik Can "Do" Math: Race And Status In Integrated Classrooms, Jacqueline Leonard, Scott Jackson Dantley

This case study reports on the small group interactions and achievements of Malik, an African American sixth grader, who attended a Maryland elementary school in 1997. Student achievement was measured by the Maryland Functional Mathematics Test (MFMT-I), which was given on a pre/post basis. Students' scores on the MFMT-I were analyzed using the ANOVA. The analysis revealed a significant difference (F = 3-330, p < .05) between the scores of Caucasian (M = 342.12) and African American students (M = 323-56). However, Malik's MFMT-I score rose from 293 to 353. A passing score is 340. This study examines Malik's interactions to ascertain what factors influenced his achievement. The findings are that Malik had a positive attitude about mathematics and a strong command of mathematical and scientific language. Recommendations are that teachers become cultural brokers to help all children learn the "language" of mathematics and encourage all students to become self-advocates to overcome negative social dynamics in small groups.

High-stakes mathematics tests continue to gain popularity in the United States, with an increasing number of states setting the passing of such tests as a high school graduation requirement. Consequently, instruction and instructional content have changed, with teachers emphasizing materials on the test while neglecting other important aspects of learning. The tests have become all-consuming, taking over many students' lives. Yet students are often ill prepared for these tests. This is even more true for African-American students whose cultural and social circumstances make their preparation for high-stakes tests inadequate and ineffective.
