The geomorphic consequences of debris flows and their asso- ciated storms have been documented in many parts of the United States. Few, if any, have been studied and documented in central Washington. The importance of recurrent debris flows in sculpting Washington landscapes has not been generally recognized compared to other processes. Arid and semi-arid regions are particularly vulnerable to debris flows triggered by sudden intense thunderstorms. Most such areas are sparsely populated and eyewitnesses are uncommon. By contrast, semi-arid central Washington is relatively well popu- lated, and there are likely to be people who have observed the storms. Such witnesses …

This study was conducted by the Margaret Chase Smith Center for Public Policy (MCSC) of the University of Maine at the request of the Maine Legislature’s Commission to Study Equity in the Distribution of Gas Tax Revenues Attributable to Snowmobiles, All-Terrain Vehicles and Watercraft. The Commission was created by the Legislature with a charge to collect and analyze information to determine an equitable distribution of gas tax revenues used in the enforcement and enhancement of programs supporting off-road vehicle use in Maine. A key element of bioinformatics research is the extraction of meaningful information from large experimental data sets. Various approaches, including statistical and graph theoretical methods, data mining, and computational pattern recognition, have been applied to this task with varying degrees of success. We have previously shown that a genetic algorithm coupled with a k-nearest-neighbors classifier performs well in extracting information about protein-water binding from X-ray crystallographic protein structure data. Using a novel classifier based on the Bayes discriminant function, we present a hybrid algorithm that employs feature selection and extraction to isolate salient features from large biological data sets. Sequencing of the human genome was a great stride towards modeling cellular complexes, massive systems whose key players are proteins and DNA. A major bottleneck limiting the modeling process is structure and function annotation for the new genes. Contemporary protein structure prediction algorithms represent the sequence of every protein of known structure with a profile to which the profile of a protein sequence of unknown structure is compared for recognition. We propose a novel approach to increase the scope and resolution of protein structure profiles. The guidelines: 1. Describe the role and function of Fish Habitat Protection Areas; 2. Guide proponents in selecting a suitable site for an FHPA; 3. Describe the process to be used to develop a proposal for an FHPA; 4. Describe the methodology to be used to develop a management plan for an FHPA; 5. Ensure consistency between applications.

This survey provides a preliminary review of the activities of pumpout facilities in the No Discharge Areas of Massachusetts. It highlights areas of concern, identifies potential improvements and focuses further research.

Based on data from Massachusetts Coastal Zone Management, there are 100 pumpout facilities in Massachusetts, located in 56 towns. Of these 52, have one or more pumpout boats. Due to financial limitations and the time available, any attempt to survey all these facilities was beyond the scope of this study. However, it had been suggested that from CZM’s, DMF’s and EPA’s standpoint, the areas of greatest interest were those …

This paper presents a new recursive Bayesian learning approach for transformation parameter estimation in speaker adaptation. Our goal is to incrementally transform or adapt a set of hidden Markov model (HMM) parameters for a new speaker and gain large performance improvement from a small amount of adaptation data. By constructing a clustering tree of HMM Gaussian mixture components, the linear regression (LR) or affine transformation parameters for HMM Gaussian mixture components are dynamically searched. An online Bayesian learning technique is proposed for recursive maximum a posteriori (MAP) estimation of LR and affine transformation parameters. This technique has the advantages of …

This paper presents the estimation of travel time on highways based on macroscopic modelling. The focus is on real-time values as compared to average or static values. The macroscopic models are used for distributed and time/space lumped settings and corresponding travel time estimation functions and algorithms are developed. The implications of these algorithms for the implementation of various incident management and traffic control strategies are also discussed.

We consider a container terminal discharging containers from a ship and locating them in the terminal yard. Each container has a number of potential locations in the yard where it can be stored. Containers are moved from the ship to the yard using a fleet of vehicles, each of which can carry one container at a time. The problem is to assign each container to a yard location and dispatch vehicles to the containers so as to minimize the time it takes to download all the containers from the ship. We consider rather general operators mapping valuations to (sets of) valuations in the context of the semantics of logic programming languages. This notion generalizes several of the standard operators encountered in this subject and is inspired by earlier work of M.C. Fitting. The fixed points of such operators play a fundamental role in logic programming semantics by providing standard models of logic programs and also in determining the computability properties of these standard models. Abstract: This paper describes the development of a fiscal impact tool for New Hampshire communities (HT -4-NH). FIT -4-NH belongs to a family of computergenerated fiscal impact assessment models designed to estimate the impacts to local government revenues and expenditures that result from economic changes. In the past, work in this area has centered on the completion of countylevel models for the midwestern states. FIT-4-NH is unique in that it was designed for rural community-level use in the northern New England region of the country.

The spectral reflectance of 3 species of seagrass was measured in different habitats at 3 estuaries in southeastern Australia during each of the 4 seasons of 2000. Seagrass species were spectrally distinct regardless of whether the leaves were fouled by epibionts even though spatial and temporal variability in reflectance was observed within each species. The visible wavelengths that penetrate water fortunately coincide with the regions of maximum absorption by plant photosynthetic and accessory pigments. Mapping of benthic plants to species level is possible using a hyperspectral sensor that has narrow bands centred on pigment-related spectral features in the visible, e.g. …

Relationships between indigenous Americans and non-indigenous settlers of the western United States were determined in great part by the presence or absence of natural resources for which the groups competed. This paper is a study of the shifting patterns of inter-ethnic relations and governmental policies towards Indians and resources in Washington and Oregon from the 1850s to the present. We explore the connections between natural resource endowments on aboriginal lands, beliefs about indigenous peoples, and changing governmental policies affecting indigenous American communities in the two states.
