The rapid rise of shared electric scooter (E-Scooter) systems offers many urban areas a new micro-mobility solution. The portable and flexible characteristics have made E-Scooters a competitive mode for short-distance trips. Compared to other modes such as bikes, E-Scooters allow riders to freely ride on different facilities such as streets, sidewalks, and bike lanes. However, sharing lanes with vehicles and other users tends to cause safety issues for riding E-Scooters. Conventional methods are often not applicable for analyzing such safety issues because well-archived historical crash records are not commonly available for emerging E-Scooters.

Recent research and statistics show that the frequency of flooding in the world has been increasing and impacting flood-prone communities severely. This natural disaster causes significant damages to human life and properties, inundates roads, overwhelms drainage systems, and disrupts essential services and economic activities. The focus of this dissertation is to use machine learning methods to automatically detect floodwater in images from ground level in support of the frequently impacted communities. Physical fitness is accepted as an influence on the outcome on the battlefield; yet, research indicates that it has not been incorporated into tactical infantry simulations. Including physical capabilities may have a significant impact upon the results of a tactical simulation. Several battlefield tasks were reviewed, and rushing was selected to implement in tactical infantry simulations. A preliminary spreadsheet model was created that indicated rushing velocity would impact a tactical simulation. Two tactical infantry simulations were created: a helicopter extraction scenario where 13 soldiers rushed to extraction site while two enemies were shooting and a rushing scenario that consisted of …

Successful evacuations from metropolitan areas require optimizing the transportation network, monitoring conditions, and adapting to changes. Evacuation plans seek to maximize the city's ability to evacuate traffic to flee the endangered region, but once an evacuation begins, real time events degrade even the best plans.
To better understand behavioral responses made during a hurricane evacuation, a survey of potential evacuees obtained data on demographics, driving characteristics, and the traffic information considered prior to and during an evacuation. Analysis showed significant levels of correlation between demographic factors (e.g., gender, age, social class, etc.) and self-assessed driver characteristics, but limited correlation with …
