From executive summary: This document summarizes the responses to questionnaires completed by participants from inter-organizational information technology (IT) projects in the Mexican federal government. The questionnaire was undertaken as part of a research project on e-government and inter-organizational collaboration funded by the National Council of Science and Technology (CONACYT) and conducted jointly by researchers from the Business School of the Universidad de las Américas in Puebla, México, the Centro de Investigación y Docencia Económicas in Mexico City, and the National Center for Digital Government at the University of Massachusetts in Amherst. This paper has three primary goals. First, we provide an overview on some foundational concepts – “peer-production,” “user-centric innovation,” “crowdsourcing,” “task granularity,” and yes, open source and open content – for they are key elements of Internet-based collaboration we see today. Second, through this discussion on foundational concepts, we hope to make it clear why people interested in collaborative public management and administration should care about open source and open source-like collaboration. We present the color-magnitude diagram (CMD) from deep Hubble Space Telescope imaging in the globular cluster NGC 6397. The Advanced Camera for Surveys (ACS) was used for 126 orbits to image a single field in two colors (F814W, F606W) 5' SE of the cluster center. The field observed overlaps that of archival WFPC2 data from 1994 and 1997 which were used to proper motion (PM) clean the data. Applying the PM corrections produces a remarkably clean CMD which reveals a number of features never seen before in a globular cluster CMD. From introduction: My paper studies a globally acclaimed experiment in computer literacy and cultural capital in Seelampur, located on the Delhi-Uttar Pradesh state border. In late 2003, Datamation, a prominent private, Delhi based Information Technology firm, with partial funding from UNESCO and the Delhi state government, established computer literacy and e-commerce development projects in Zaffarabad in Seelampur. Seelampur is a diverse community but like the rest of the area, Zaffarabad is largely a settlement of informal working class Muslims. In the last 20 years, computer technology having mathematical capability has been developed, improved, and become widely available, but textbook presentations are still largely free of any discussion that might require technology. Technology could be used in mathematical instruction for student drill and practice, for instructor demonstrations that promote conceptual understanding, or for the exploration of mathematical ideas, but software is often designed to be pedagogically generic, leaving its use to the creativity of the instructor. The evolution of computing did not only result in the disengagement of thepopulace from its technological complexity, but also their submission to thedivine ability of 'scientists', who understand the mathematical complexityof information technologies. Socrates argued that both 'misanthropy' and'misology' stem from 'faith' placed in unreliable people and unsoundarguments. -Textile based sensors which can be used to measure the chemical composition of bodily fluids represents a major advancement in the area of wearable technology. BIOTEX is an EU funded project aiming to develop such sensors with a particular interest in monitoring perspiration. A textile based fluid handling system has been developed for sample collection and transport. Sodium, conductivity and pH sensors have also been developed. This paper details the integration and testing of these sensors. Many reports and technical news bulletins presented by organizations such as the National Science Foundation (NSF), the Institute of Electrical and Electronics Engineers (IEEE), the Association for Computing Machinery (ACM), and the National Center for Women & Information Technology (NCWIT) highlight that few female and minority college students are choosing science, technology, engineering, and math (STEM) fields of study or careers. For those who choose STEM fields, attrition both during education and in the workplace is pervasive. NSF reports in its 2006 Science Indicators that women account for only 27% of the bachelor’s degrees in computer sciences. And although the …
