In the BLM Wilderness Program, only inventory is completed without consideration of other uses of the land. The wilderness inventory is only for the purpose of determining the presence of wilderness characteristics. It is on that basis that wilderness study areas will be identified. The comparison of wilderness values with other resource values is not part of the wilderness inventory process. It is a valid and necessary part of phase two study.
