Current forecasts by the U.S. National Oceanic and Atmospheric Administration (NOAA) are that the Pacific Ocean will experience El Niño conditions in late 2009 and into 2010. These forecasts are similar to past El Niño events in 1972–1973, 1982–1983, 1986–1987, and 2002–2003.
Evaluating the hydrologic conditions for these past El Niño events reveals that during these times, surface water supply conditions improved in many parts of the United States, including the Southeast, Midwest, and Southwest. At the same time, the Pacific Northwest and other specific regions of the United States experienced below-average water supply conditions. This is consistent with the …

At this meeting, there were small group discussions followed by a larger group discussion on the needs in the areas of Workforce / Training, Marketing and Finance, Economic and Policy Making, Infrastructure and Manufacturing, Technology Transfer and Commercialization, and Research. Each student in his or her senior year chooses, plans, designs, and prototypes a product in this required element of the curriculum. The senior design project encourages the student to use everything learned in the engineering program to create a practical, real-world solution to an engineering challenge.
A highlight of the year-long senior design project is the senior design competition. This competition, which usually takes place the week before finals each semester, helps focus the senior students on increasing the quality and potential for commercial application for their design projects.

Reflective Optics Cpv Panels Enabling Large Scale, Reliable Generation Of Solar Energy Cost Competitive With Fossil Fuels, S. Horne, M. Mcdonald, N. Hartsoch, K. Desy

The objective of this 18 month subcontract was the improvement of reflective optics CPV panels to enable the large-scale, reliable production of solar electricity to meet SAI-established LCOE targets, and ultimately provide a path to solar power at parity with or better than the cost of energy generated utilizing fossil fuels. To this end, SolFocus has completed this subcontract with great success as evidenced by the end results of a CPV panel with conversion efficiencies greater than the targeted 22% and manufacturing capabilities with a run rate capacity far exceeding the milestone benchmark >3MW.

This paper provides an overview of the challenges associated with wind integration and summarizes the findings of the wind integration studies conducted over the course of the past five years. We begin with an overview of the approximate time frames used in grid operations. We then describe how wind integration studies are conducted, discuss the results on wind integration costs and grid impacts from these grid integration studies, and assess some of the grid planning and operation changes that may be necessary to incorporate higher levels of wind generation. We close with several conclusions.

We investigated the photofragmentation properties of two three-membered ring heterocyclic molecules, C2H4O and C2H4S, by total and partial ion yield spectroscopy. Positive and negative ions have been collected as a function of photon energy around the C 1s and O 1s ionization thresholds in C2H4O, and around the S 2p and C 1s thresholds in C2H4S. From a mass-weighted perspective, cirrus clouds exert an enormous influence on the radiative energy budget of the earth?s climate system. Owing to their location in the cold upper troposphere, cirrus can significantly reduce the outgoing longwave radiation while, at the same time, remaining relatively transmissive to solar energy. Thus, cirrus clouds are the only cloud genre that can exert a direct radiative warming influence on the climate system (Ackerman et al. 1988). It is not surprising, therefore, that general circulation models (GCMs) are especially sensitive to the presence of cirrus in the model atmosphere. Lohmann and Roeckner (1995), for instance, …

As U.S. states increasingly focus on developing renewable energy resources, there is a need to track the progress of development, as well as the policies and support mechanisms being implemented to encourage this development. Beyond tracking, the evaluation of policy measures is necessary to determine their effectiveness, guide future efforts, and efficiently allocate resources. This report addresses each of these needs. It provides a detailed picture of the status of renewable energy development in each of the U.S. states using a variety of metrics and discusses the policies being used to encourage this development. National and international organizations and programs like the United States Global Change Research Project and the Intergovernmental Panel on Climate Change agree, and scientific evidence indicates, that anthropogenic greenhouse gas emissions are resulting in global climate change. Unless actions are taken to reverse and reduce the effects of these emissions, future generations will need to either adapt to or bear the burden of the changed environment. Individuals, companies, institutions, municipalities and countries are being called upon during this urgent world crisis. Management of exotic plants that are annuals entails understanding and managing their soil seed banks. We completed a study of the influences of heat and liquid smoke on red brome (Bromus rubens) soil seed banks collected from Red Rock Canyon in southern Nevada as part of a collaborative fire effects monitoring effort with Bureau of Land Management - Las Vegas. We collected the samples from the 2005 Loop Fire, where we observed in a monitoring field study that exotic grasses such as red brome were relatively sparse in the first 2-3 years (which were during a dry period) following the …

Residue conservation is an important, established method for inferring protein function, modularity and specificity. It is important to recognize that it is the 3D spatial orientation of residues that drives sequence conservation. Considering this, we have built a new computational tool, VENN that allows researchers to interactively and graphically titrate sequence homology onto surface representations of protein structures. Our proposed titration strategies reveal critical details that are not readily identified using other existing tools. Analyses of a bZIP transcription factor and receptor recognition of Fibroblast Growth Factor using VENN revealed key specificity determinants. Weblink: http://sbtools.uchc.edu/venn/.
