The decision to implement this plan is in conformance with the 1987 Grand Junction Resource Area Resource Management Plan (RMP). Many of the management actions being proposed in the plan constitute an amendment of the RMP. This integrated resource management plan employs a "benefits based management approach" which expands our management focus beyond lands and resources to also address resulting outcomes as improved conditions. Plan implementation for the RCBR ecosystem will be done through an interdisciplinary ad-hoc committee which defines issues and prioritizes management actions. The Diamond Mountain Resource Management Plan is approved. The plan was prepared under the regulations for implementing the Federal Land Policy and Management Act (FLPMA) of 1976 (43 CFR 1600). An environmental impact statement was prepared for this plan in compliance with the National Environmental Policy Act (NEPA) of 1969. The plan is identical/nearly idential to the one set forth in the proposed plan and associated final environmental impact statement published in August 1993. Specific areawide management decisions are presented in Chapter 2 of the RMP.

This document is the final technical report on the first phase of a multiyear archeological program conducted in Canyonlands National Park. Some of the purposes of this project are to gather information for upgrading the park's interpretive program, increase the scientific understanding of Canyonlands' prehistory, and prepare a research design to guide future investigations. Archeological inventory of 4500 acres in the Needles District revealed a previously undocumented Archaic occupation and showed that Formative peoples using the area were primarily the Mesa Verde Anasazi, not the Fremont and Anasazi as previously thought.
