Climate change has exacerbated groundwater depletion globally, and policymakers have struggled to effectively manage groundwater resources. California enacted the Sustainable Groundwater Management Act (SGMA) in 2014 to restore groundwater to sustainable levels.

The first paper of this thesis examines the drivers associated with uptake of groundwater conservation practices in agriculture. While a rich body of research has explored farmers’ conservation practice adoption, understanding of groundwater conservation practices is more limited. This study explores how information sources influence the actual and intended adoption of groundwater management practices in California. Climate change and access to water are interrelated concerns for agriculture and other sectors, even in temperate regions. Governance approaches and regulatory frameworks determine who has access to water, for what purpose, and when. In the northeastern United States, water governance has historically been conducted by states through a combination of statutory guidance and common law. However, it is unclear what effect if current governance approaches will be sufficient for achieving resource conservation and equitable allocation in a changing climate. The non-uniform distribution of water in snowdrift-driven systems can lead to spatial heterogeneity in vegetative communities and soil development, as snowdrifts may locally increase weathering. The focus of this study is to understand the coupled hydrological and biogeochemical dynamics in a heterogeneous, snowdrift-dominated headwater catchment (Reynolds Mountain East, Reynolds Creek Critical Zone Observatory, Idaho, USA). We determine the sources and fluxes of stream water and dissolved organic carbon (DOC) at this site, deducing likely flowpaths from hydrometric and hydrochemical signals of soil water, saprolite water, and groundwater measured through the snowmelt period and summer recession.
