Since 1901, heavy rainfall events have increased in the United States in both intensity and frequency, and population in the United States has increased, resulting in significant land use changes. Both of these trends could explain an increase in observed flood magnitude and frequency. A ground-based aerial-tracking instrument, known as the Ground Tracker, designed to provide spectral data to quantify greenhouse gases is under development. The Ground Tracker includes an Optical System including a high power rifle scope, video camera, and spectrometer used to locate an active light source from the Emitter, and collect spectral data by utilizing an actuating mirror. The implementation of this instrument could be made low cost by utilizing existing weather balloon infrastructure to allow the Emitter to be placed into the lower stratosphere. The study of cryogenically viscous liquids such as methane and ethane offers critical insight into the behavior of fluids on icy moons such as Saturn’s moon Titan. Shrouded by a hazy hydrocarbon shield, Titan’s significant nitrogen atmosphere of 1.5 bar, methane-driven hydrological cycle, and lakes and rivers are vaguely similar to our Earthly home. The European-created Huygens probe, carried by the Cassini spacecraft, arrived on Titan’s surface in January 2005 [1]. Upon landing, Huygens photographed its landing site, as seen in Figure 1. Accurate strain and volume measurements are critical to phase relationships and strength determination for saturated and unsaturated soils. In recent years, laboratory-based photographic techniques of monitoring soil specimens have become more common. These techniques have been used to reconstruct 3D models and to determine strain and volumetric changes of triaxial specimens. A new technique that utilized digital photographs of the soil specimen, captured from within a triaxial testing cell, was utilized. Photographs were processed using photogrammetry software to reconstruct 3D models of the soil specimens. By placing camera equipment within the cell, the technique eliminated the need to account for …
