Current practices used to guide information and communication technology (ICT) projects in the Caribbean and developing countries lead to high project failure rates. Project managers must adopt new innovative approaches for transformation towards a 21st-century information society and sustainable digital economies. Small business owners in a range of industries continually adapt to take advantage of technological developments in accounting, marketing, and communication. The purpose of this multiple case study was to explore strategies that small business owners operating in the central region of North Carolina used to implement information and communication technology (ICT). Roger's diffusion of innovation theory grounded the study. Data collection included face-to-face semistructured interviews with 6 owners of small businesses who successfully implemented ICT, field notes from site observations, and reviews of participant websites. Artificial neural networks are an effective machine learning technique for a variety of data sets and domains, but exploiting the inherent parallelism in neural networks requires specialized hardware. Typically, computing the output of each neuron requires many multiplications, evaluation of a transcendental activation function, and transfer of its output to a large number of other neurons. These restrictions become more expensive when internal values are represented with increasingly higher data precision. U.S. rural hospital leaders and administrators face significant pressure to implement health information technology because of the American Recovery and Reinvestment Act of 2009. The benefits of using electronic medical records (EMRs) have been well documented; however, despite numerous financial benefits and cost reductions being offered by the federal government, some healthcare professionals have been reluctant to implement EMR systems. In fact, prior research provides evidence of failed EMR implementations due to resistance on the part of physicians, nurses, and clinical administrators. In 2010, only 25% of office-based physicians have basic EMR systems and only 10% have fully functional systems. Recent studies in the field of fluvial sediment transport underscore the difficulty in reliably estimating transport model parameters, collecting accurate observations, and making predictions due to measurement error and conceptual model uncertainty. There is a pressing need to develop models that can account for measurement error, conceptual model uncertainty, and natural variability while providing probability-based predictions as well as a means for conceptual model discrimination.
