Human error has been identified as one of the highest contributing factors to successful cyber-attacks and security incidents that result in data leaks and theft of sensitive information. Human error has been caused by employees not behaving securely when interacting with information systems. This culminating experience project investigated how a cybersecurity culture can be developed to address the human error problem. This research thesis project is an analysis of how and why governments fail in their attempts at crisis communication. The hypotheses tested are: there exists a negative correlation between unethical leadership and successful crisis communication practices. And governments are more likely to experience these failures due to ethical disconnects in modern politics. Research includes a review of relevant academic literature regarding crisis communication theory, as well as the ethical framework that can be applied to that theory. On the Office of Personnel Management Federal Viewpoint Surveys, followers rated their leaders as ineffective. The public expects federal government leaders to effectively lead their followers in order to efficiently manage public services. The purpose of this correlational nonexperimental study was to determine whether there is a correlation between emotional intelligence (EQ) and a full range of leadership styles, as measured by the multileadership questionnaire (MLQ), from the perspective of the follower. Seismic data loss attributed to cybersecurity attacks has been an epidemic-level threat currently plaguing the U.S. healthcare system. After the events of September 11, 2001, inadequacies in how government organizations and agencies shared knowledge and communication with defense mission partners became readily apparent. A reasonable U.S. government information technology expectation is the integrated use of mobile phones across organizations and agencies. Yet, it is difficult to meet this expectation, as the provisioning process for mobile devices can be different for each government organization or agency. Strategies for enterprise resource planning (ERP) system implementation success have been a focus of scholars since the 1990s. Researchers have demonstrated that ERP system implementation could cause both system failures and organization failures, affecting both operations and stakeholders. Wetlands are an extremely important natural resource in the United States. They offer storm surge protection, sediment stabilization, groundwater recharging, carbon sequestration, and habitat for many species. Despite their values, wetlands have a long history of being misunderstood. It was not until the mid-1970s that scientific understanding helped transform policy from that of rapid conversion to that of conservation. By this time, the lower 48 states had already lost 53 percent of its total wetlands. Measuring true progress towards energy conservation goals requires the accurate reporting and accounting of energy consumption. An accurate energy metrics framework is also a critical element for verifiable Greenhouse Gas Inventories. Energy conservation in government can reduce expenditures on energy costs leaving more funds available for public services. In addition to monetary savings, conserving energy can help to promote energy security, air quality, and a reduction of carbon footprint.
