The Bureau of Reclamation, Provo Area Office (Reclamation) proposes to replace the concrete spillway structure at Scofield Dam, the principal feature of the Scofield Project. This construction project would be completed under the Safety of Dams (SOD) Act of 1978 (Public Law 95-578, as amended). The proposed SOD modifications would correct safety deficiencies of the dam without affecting the purpose, or benefits of the dam. Reclamation also proposes to replace the existing gate house at its current position on the crest of the dam. The Utah Natural Heritage Program (UTHP) was initiated in late summer 1988 and has functioned as an ongoing biological survey of the state with an emphasis on rare or declining species. It serves as a centralized data repository, acquiring range wide information regarding rare plant and animal species for use by land managers as well as for the evaluation of conservation needs. As well as being used by government agencies, data are used in responding to requests for information from non-government organizations and private interests. This paper documents the steps taken to compute natural flow and salt in the Upper and Lower Colorado River Basins from 1971-1995. Natural flow and salt data are hydrologic input data required in the CRSS planning model. The methods used to compute natural flow and salt described in this paper have changed from previous methods as a result of recent research. This research found data and methodological inconsistency in past methods to compute natural flow and salt was compared to data and methods used in the CRSS planning model (Prairie and Fulp, 1999). Hill AFB proposes to accommodate current United States Air Force (USAF) missions by demolishing 12 structures on Hill AFB. All 12 buildings have both aged and deteriorated to the point they cannot be economically repaired or remodeled. Seven of the 12 buildings would be demolished without being replaced in kind. For five of the 12 buildings, military construction (MILCON) projects would provide new facilities to house the activities that are or were being performed in the deteriorated structures. The period from 1880 to 1900 is regarded as the period of “spoilation” of western rangelands. In Albert Potters own words, “Quick profits and fortunes lead to speculation and incredible numbers of stock were placed upon the range. Cowman was arrayed against sheep man, big owners against small, and might ruled more often than right.” The Government took no action until 1891 when the Creative Act established the Forest Reserve system under the Interior Department’s General Land Office (GLO). The Utah Wind Working Group (UWWG) believes there are currently opportunities to encourage wind power development in the state by seeking changes to the avoided cost tariff paid to qualifying facilities (QFs). These opportunities have arisen as a result of a recent re-negotiation of Pacificorp’s Schedule 37 tariff for wind QFs under 3 MW, as well as an ongoing examination of Pacificorp’s Schedule 38 tariff for wind QFs larger than 3 MW. This paper reviews concepts and methods for estimating the economic significance of recreational uses of public lands and reports estimates of recreation values and economic impacts from recent studies. Aimed primarily at non-economists, the review clarifies the distinction between valuation and impact studies, defines key concepts, summarizes the most accessible approaches, and discusses conceptual and practical issues related to choosing among available methods and interpreting and applying the results. Terms that may be unfamiliar to the reader are highlighted in bold face and defined in a glossary at the end of the paper.

Seepage investigations on McLeod Creek downstream of U.S. Geological Survey streamflow-gaging station McLeod Creek near Park City, Utah, and its confluence with Kimball Creek during the summer of 2004 indicate that this section of the creek is a gaining reach. The total seepage gains ranged from 1.8 to 2.7 cubic feet per second, or a 32 to 55 percent gain. The apparent average total seepage gain was 2.2 cubic feet per second, or an average 42 percent gain.
