This report presents the results of striped bass (Morone saxatilis) tagging and monitoring activities in Virginia during the period 1 September 2012 through 31 August 2013. It includes an assessment of the biological characteristics of striped bass taken from the 2013 spring spawning run, estimates of annual survival and fishing mortality based on annual spring tagging, and the results of the study that documents the prevalence of mycobacterial infections of striped bass in Chesapeake Bay. The information contained in this report is required by the Atlantic States Marine Fisheries Commission and is used to implement a coordinated management plan for …

Anthropogenic and climatic forces have modified the geomorphology of tidal wetlands over a range of timescales. Changes in land use, sediment supply, river flow, storminess, and sea level alter the layout of tidal channels, intertidal flats, and marsh plains; these elements define wetland complexes. Diagnostically, measurements of net sediment fluxes through tidal channels are high-temporal resolution, spatially integrated quantities that indicate (1) whether a complex is stable over seasonal timescales and (2) what mechanisms are leading to that state. Strong and strategic collaborations among experts from academia, federal operational centers, and industry have been forged to create a U.S. IOOS Coastal and Ocean Modeling Testbed (COMT). The COMT mission is to accelerate the transition of scientific and technical advances from the coastal and ocean modeling research community to improved operational ocean products and services. This is achieved via the evaluation of existing technology or the development of new technology depending on the status of technology within the research community. The data inventory developed for the Shoreline Inventory is based on a three tiered shoreline assessment approach. In most cases this assessment characterizes conditions that can be observed from a small boat navigating along the shoreline. The three tiered shoreline assessment approach divides the shorezone into three regions: 1) the immediate riparian zone, evaluated for land use; 2) the bank, evaluated for height, stability, cover and natural protection; and 3) the shoreline, describing the presence of shoreline structures for shore protection and recreational purposes.

A Gulf of Mexico performance evaluation and comparison of coastal circulation and wave models was executed through harmonic analyses of tidal simulations, hindcasts of Hurricane Ike (2008) and Rita (2005), and a benchmarking study. Three unstructured coastal circulation models (ADCIRC, FVCOM, and SELFE) validated with similar skill on a new common Gulf scale mesh (ULLR) with identical frictional parameterization and forcing for the tidal validation and hurricane hindcasts. Coupled circulation and wave models, SWAN+ADCIRC and WWMII+SELFE, along with FVCOM loosely coupled with SWAN, also validated with similar skill. The Center for Coastal Resources Management at VIMS has been engaged with continuing education and training for a mixed audience over the past 35 years. Marine contractors and consultants play an important role in the evolving field of tidal shoreline management. This Creative Adaptation Fund project investigated the unique training needs of this private sector audience and attempted to define the best format and delivery for a Coastal Resources Certificate Program. Underway and in situ observations of surface ocean pCO(2), combined with satellite data, were used to develop pCO(2) regional algorithms to analyze the seasonal and interannual variability of surface ocean pCO(2) and sea-air CO2 flux for five physically and biologically distinct regions of the eastern North American continental shelf: the South Atlantic Bight (SAB), the Mid-Atlantic Bight (MAB), the Gulf of Maine (GoM), Nantucket Shoals and Georges Bank (NS+GB), and the Scotian Shelf (SS). The extent, duration, and seasonality of sea ice and glacial discharge strongly influence Antarctic marine ecosystems. Most organisms' life cycles in this region are attuned to ice seasonality The annual retreat and melting of sea ice in the austral spring stratifies the upper ocean, triggering large phytoplankton blooms. The magnitude of the blooms is proportional to the winter extent of ice cover, which can act as a barrier to wind mixing. Antarctic krill, one of the most abundant metazoan populations on Earth, consume phytoplankton blooms dominated by large diatoms. Krill, in turn, support a large biomass of predators, including penguins, …

The Shoreline Studies Program at VIMS established a beach and dune monitoring program for nine sites around the Virginia portion of Chesapeake Bay (Milligan et al., 2005). These sites were monitored twice yearly for four years (2001-2004). In addition to three years of relatively calm conditions, these data included the impact of Hurricane Isabel, a nearly 100-yr event, on the Bay’s shorelines. The shoreline’s change due to the storm and their subsequent short-term recovery was documented by this data. Since the end of the monitoring program other events have impacted Chesapeake Bay shorelines. In order to document the longer-term recovery …

Northampton County is situated along Virginia’s Eastern Shore (Figure 1). Because the County’s shoreline is continually changing, determining where the shoreline was in the past, how far and how fast it is moving, and what factors drive shoreline change will help define the shoreline’s future movement. These rates and patterns of shore change along Chesapeake Bay’s estuarine shores will differ through time as winds, waves, tides and currents shape and modify coastlines by eroding, transporting and depositing sediments. We study the detached-electron flux distributions from the photodetachment of electrons from a negative ion near a repulsive center. Using a semiclassical approach, we calculate the electron flux on spherical detectors with various radii. The classically allowed angular range of the interference patterns on the spherical screen increases as the detached-electron energy is increased. In the classically allowed range, we find that there are always two trajectories going from the negative ion to the observation point on the screen, inducing quantum interference patterns. We have also extended the formulas into the tunneling region. The interference patterns also reflect the quantum …

Concern about the decline in landings of American shad (Alosa sapidissima) along the Atlantic coast prompted the development of an interstate fisheries management plan (FMP) under the auspices of the Atlantic States Marine Fisheries Management Program (ASMFC 1999). Legislation enables imposition of federal sanctions on fishing in those states that fail to comply with the FMP. To be in compliance, coastal states are required to implement and maintain fishery-dependent and fishery-independent monitoring programs as specified by the FMP. Recent progress of physical oceanography in the South China Sea (SCS) associated with the western boundary current (WBC) and eddies is reviewed in this paper. It includes Argo observations of the WBC, eddy detection in the WBC based on satellite images, cross-continental shelf exchange in the WBC, eddy-current interaction, interannual variability of the WBC, air-sea interaction, the SCS throughflow (SCSTF), among others. Shoreline Situation Reports (SSR) were first generated by VIMS in the 1970's to report the condition and status of the shore lands. The SSR series were published in hardcopy on a county by county basis for each of the Tidewater Virginia localities. The reports were intended to assist planners, managers, and regulators in decisions pertaining to management of coastal areas and natural resources therein. Large-grain Nb has become a viable alternative to fine-grain Nb for the fabrication of superconducting radio-frequency cavities. In this contribution we report the results from a heat treatment study of a large-grain 1.5 GHz single-cell cavity made of “medium purity” Nb. The baseline surface preparation prior to heat treatment consisted of standard buffered chemical polishing. The heat treatment in the range 800–1400°C was done in a newly designed vacuum induction furnace. Q0 values of the order of 2×1010 at 2.0 K and peak surface magnetic field (Bp) of 90 mT were achieved reproducibly. A Q0 value of (5±1)×1010 at 2.0 …

The shores of Lynnhaven River are fairly sheltered coasts. In addition, much of the shoreline has existing hardened shore protection. However, much of Lynnhaven River’s shoreline is suitable for a “Living Shoreline” approach to shore-line management. Local Solvent Acidities In Beta-Cyclodextrin Complexes With Prodan Derivatives, Christopher J. Abelt

The local solvent acidities (SA scale) of six 6-carbonyl-2-aminonaphthalene derivatives as beta-cyclodextrin complexes in water are determined through fluorescence quenching. The local polarities (E-T(N) scale) are determined through the shift of the emission center-of-mass. The apparent SA values reflect the solvent structure surrounding the guest's carbonyl group, whereas the apparent E-T(N) values reveal the net polarity of the entire guest molecule. Comparison of these values affords greater insight into the structures of the host-guest complexes. Derivatives 1 and 5 show unusually large acidities, indicative of highly exposed carbonyl groups. The remaining compounds give emission intensities pointing to shielded carbonyl groups. …

The Atlantic States Marine Fisheries Commission (ASMFC) adopted the Interstate Fishery Management Plan (FMP) for the American Eel in November 1999. The FMP focuses on increasing coastal states’ efforts to collect American Eel data through both fishery-dependent and fishery-independent studies. Consequently, member jurisdictions agreed to implement an annual survey for young-of-year (YOY) American Eels. The survey is intended to “…characterize trends in annual recruitment of the YOY eels over time [to produce a] qualitative appraisal of the annual recruitment of American Eel to the U.S. Atlantic Coast” (ASMFC 2000).
