Water has held man's interest for centuries, and a considerable body of knowledqe has been developed about this subject, but it has only been considered only recently by decision makers in an economic sense. Because water is required to sustain life, the thought of its being an economic good to individuals has not been considered applicable or "fair" by those individuals who are concerned with its acquisition and distribution.
