This thesis summarizes the semester-long project I and other Environmental Analysis major students collaborated on for the EA 190 Capstone Project aims to find effective methods to reduce emissions and increase energy efficiency. Our group partnered with the Climate Resilience Initiative team (CRI) at Pilgrim Place, a social and environmental justice-focused retirement community in Claremont, CA. As the demand for effective methods for energy efficiency in communal spaces increases, we have conducted an energy analysis and researched potential functional technologies to replace high fossil fuel consumption sources. The state and local governments throughout the United States interact within a complex system of multilevel governance to advance sustainability. However, we know little about what this hierarchical system of exchanges means for municipalities as they work to achieve energy efficient government operations. Drawing on a perspective of “contested federalism”, we examine how the transaction costs of state–local government relations affect the efforts of U.S. cities to lead by example and promote sustainability within their internal processes. We apply a Bayesian item response theory approach to assess the effects of state-level fiscal and policy interventions on municipal commitments to energy …

Benchmarking makes it possible to identify low-performing buildings, establishes a baseline for measuring performance improvements, enables setting of energy conservation targets, and encourages energy savings by creating a competitive environment. Statistical approaches evaluate building energy efficiency by comparing measured energy consumption to other similar buildings typically using annual measurements. However, it is important to consider different time periods in benchmarking because of differences in their consumption patterns. For example, an office can be efficient during the night, but inefficient during operating hours due to occupants’ wasteful behavior. Moreover, benchmarking studies often use a single regression model for different building categories. …

Residential electricity consumption in the United States has many adverse impacts, such as greenhouse gas emissions, dependence on fossil fuels, and costs. Residents of Maine face a large monetary expense to heat their homes in the winter. In Maine it takes 540 gallons of heating oil each year to heat a typical home [1]. Interior window inserts may be a practical solution to improve comfort, save money, and consume less environmentally harmful fossil fuels during cold winter months. The window inserts discussed in this paper are custom measured to fit into a window and consist of a wooden frame that is wrapped in two layers of polyolefin film and weather stripped for a snug fit. Commercial inserts cost $20-$36/square foot, or approximately …

A number of previous macro-scale studies of residential energy consumption and energy-efficiency improvements are mainly concerned with national or international aggregate potential savings. Buildings are amongst the highest energy consumers relative to industry and transportation. They account for 40% of the world’s energy consumption, due to the need for lighting, equipment, heating, cooling and ventilation. Academic buildings are multi-purpose buildings that create a challenge on energy reduction. Most are old and have fixed occupancy schedules, resulting in high energy consumption because these buildings experience significant occupancy variation throughout the day. Five academic buildings were analyzed; their building information, energy consumption data and methods to project energy savings have been analyzed. The local policy arena is ripe for research on policy elite decisionmaking because where policy diffusion is concerned, previous studies focus on state-to-state and city-to-city dynamics. Therefore, there is a significant opportunity to expand understanding about the adoption of policies and policy diffusion at the local level. Identification of individual level determinants that signify policy adoption is a cornerstone to fostering this knowledge. This study examines such preference indicators found among policy elites in select Arkansas cities. At the same time, prices for renewable energies like solar PV are decreasing, making renewable energy a more viable option for low-income households than grid electricity. The McKinsey Global Initiative identified existing building retrofits as an integral component to achieve a 75% reduction in greenhouse gas emissions in the United Sates by 2050 (Fluhrer, Maurer, & Deshmukh 2010). However, this will require energy efficiency retrofits for existing buildings to be deployed more frequently and achieve higher energy savings on average. Deep Energy Retrofits using the Integrative Design Process can result in 30-60%+ energy savings in office buildings. Because Deep Energy Retrofits require higher upfront capital costs, in an economy still recovering from the economic downturn, financial decision makers may not be inclined to invest more capital …

This study systematically reviews the methodological characteristics of energy efficiency evaluations and uses metaevaluation to assess its quality. Metaevaluation is used to systematically assess the quality of evaluation products, confirm that evaluations deliver sound findings and conclusions, are useful to the client, are credible, are ethically conducted, and are done as cost-effective as possible. The results of this study show that the ability to accurately assess evaluation for methodological quality using evaluations reports as a primary data source depends on the presence of detailed descriptions of evaluation methods. Within this work, life cycle assessment modeling is used to determine top design priorities and quantitatively inform sustainable design decision-making for a prefabricated modular building. A case-study life-cycle assessment was performed for a 5,000 ft2 prefabricated commercial building constructed in San Francisco, California, and scenario analysis was run examining the life cycle environmental impacts of various energy and material design substitutions, and a structural design change. Results show that even for a highly energy-efficient modular building, the top design priority is still minimizing operational energy impacts, since this strongly dominates the building life cycle's environmental impacts. This research project deals with improving energy sustainability in Pound Hall dormitory located on the University of Nebraska at Lincoln’s (UNL) city campus. An investigation on the current energy usage of Pound Hall showed that its energy rates worsened between the years of 2009 and 2010. These combined (electricity, steam, and water) energy rates were compared with those of the newly renovated Othmer Hall to emphasize the lack of sustainability in the older dormitory. Known as the Green Mountain State, Vermont underwent widespread reforestation following farm abandonment in the mid-1800s. In addition to the existence of several land trusts, the Green Mountain Club has protected more than 55 mi. (88 km.) along a hikers' Long Trail. There is a strong state environmental movement, with local groups and chapters of national organizations. Vermont hosts one of the nation's leading environmental law and policy programs at the Vermont Law School.
