The PSU team developed a framework of best practices for sustainable municipal operations in different categories including facilities, fleet, purchasing, operations and the work environment. The US Department of Agriculture Forest Service's focus on hazardous fuels reduction has increased since the adoption of the National Fire Plan in 2001. However, appropriations for hazardous fuels reduction still lag behind wildfire suppression spending. Offsetting fuels treatment costs through biomass utilization or by using innovative administrative mechanisms such as stewardship contracting are two approaches to stretching appropriated dollars further across the landscape. We use fuels treatment data (n = 8,451 locations) to ask how wood- processing infrastructure influences where and how much hazardous fuels treatments, biomass utilization, and stewardship contracting occur on national forests in Oregon and Washington. …

Evaluations of the local effects of global change are often confounded by the interactions of natural and anthropogenic factors that overshadow the effects of climate changes on ecosystems. Long-term watershed and natural elevation gradient studies at the Hubbard Brook Experimental Forest and in the surrounding region show surprising results demonstrating the effects of climate change on hydrologic variables (e.g., evapotranspiration, streamflow, soil moisture); the importance of changes in phenology on water, carbon, and nitrogen fluxes during critical seasonal transition periods; winter climate change effects on plant and animal community composition and ecosystem services; and the effects of anthropogenic disturbances and …

Civic Ecology is a stakeholder-driven, whole systems framework for creating sustainable communities. The framework focuses on empowering citizens of all ages, cultures, and abilities to envision, create, and manage their community’s unique “software” -- the integrated energy, nutrient, water, waste, material, and food systems, as well as economic flows and cultural interactions that animate their place. Exploring and supporting these flows allows communities to enhance their local wealth (environmental, economic, and social), resilience, and competitiveness, and help them take control of designing and managing their future through collaboration and innovation. Changes in land use and land cover alter the local energy balance and contribute to distinct urban climates. This paper presents a local-scale above-canopy study of intra-urban land cover mixes in two cities to analyse the relative effects of surface morphology and local climate on the surface energy balance (SEB). The study is conducted for urban areas in Phoenix, Arizona, and Portland, Oregon, cities with distinct climates but similarly warm and dry summers. A Local-Scale Urban Meteorological Parameterization Scheme (LUMPS) is used to analyse the relative contributions of local weather extremes and land cover variations on the urban energy balance. …

Cities are vulnerable to a range of environmental hazards that are likely to be exacerbated by climate change: floods, droughts, poor air quality, and heat islands are a few examples. Assessments of this vulnerability often include an evaluation of a city’s adaptive capacity, or its potential to respond to changes in the frequency or severity of environmental hazards as well as its ability to take advantage of or mitigate these changes. Although the supply chains through which foods are produced, processed, and transported can have a significant impact on carbon dioxide (CO2) emissions, consumers are largely unaware of how their food choices may impact the environment. Based on a previous related study, we hypothesized that a web-based training process could increase consumer knowledge and perhaps influence consumer behavior longitudinally. To test this, food distribution networks were modeled and analyzed to determine CO2 footprints for a variety of foods, and a training process was designed to teach consumers about the CO2 emissions for different types of foods that …

We build and analyze a dynamic ecological economic model that incorporates endogenous innovation on input substitutability. The use of the system dynamics method allows us to depart from conventional equilibrium thinking and conduct an out-of-equilibrium (adaptation) analysis. Simulation results show that while improvement in input substitutability will expand an economy, this change alone may not improve sustainability measured by indicators such as utility-per-capita and natural resource stock. It could, however, be possible that in combination with other technological progress, improvement in input substitutability will contribute to sustainable development. Habitat restoration has socio-economic as well as biophysical impacts. In Grant County, Oregon a recent influx of funding and technical resources for habitat restoration has led to focused monitoring efforts there to better understand the impacts. This study explores how local land use and land management practices are changing in Grant County as a result of restoration and other drivers. In-depth interviews were conducted with 17 landowners, land managers, and long time residents to document the change they have observed and identify how they are adapting. The results suggest that many interconnected social, economic, and ecological changes have taken place …

The Deepwater Horizon oil spill threatened many coastal ecosystems in the Gulf of Mexico during the spring and summer of 2010. Mitigation strategies included the construction of barrier sand berms, the restriction or blocking of inlets, and the diversion of freshwater from rivers to the coastal marshes and into the ocean, in order to flush away the oil, on the premise that these measures could reduce the quantity of oil reaching sensitive coastal environments such as wetlands or estuaries. The article discusses the application of two dimensional gas chromatography (GCxGC) with detection by time-of-flight mass spectrometry (TOFMS) in the analysis of air samples containing volatilizable biogenic organic compounds (VBOCs) from leaves of Cedrus atlantica and Calycolpus moritzianus trees. It describes some of the VBOC analytical methods. Also explored are the conditions for sampling with solid-phase microextraction (SPME) fibers and adsorption/thermal desorption (ATD) cartridges.

The current document has been undertaken to assist agencies in meeting their obligations for federally mandated compliance and consultation with Indian tribes that have historical associations with Clark County. The document has been designed in part to provide an overview of the territorial associations of various tribes with ties to this area. This is accomplished using ethnohistorical documentation as well key legal documents, such as treaty language and Indian Claims Commission findings, that establish parameters for agency consultation responsibilities. Urban forests provide important ecosystem services, such as urban air quality improvement by removing pollutants. While robust evidence exists that plant physiology, abundance, and distribution within cities are basic parameters affecting the magnitude and efficiency of air pollution removal, little is known about effects of plant diversity on the stability of this ecosystem service. Here, by means of a spatial analysis integrating system dynamic modeling and geostatistics, we assessed the effects of tree diversity on the removal of tropospheric ozone (O3) in Rome, Italy, in two years (2003 and 2004) that were very different for climatic conditions and ozone levels. …

Two decades of research into the management of what economists call common-pool resources suggests that, under the right conditions, local communities can manage shared resources sustainably and successfully. These revolutionary findings challenge the long-held belief in the "tragedy of the commons." Instead, we have found that tragedy is not inevitable when a shared resource is at stake, provided that people communicate. In many places—from Swiss pastures to Japanese forests—communities have come together for the sake of the environment and their own long-term well-being. Iowa is a leader in crop and livestock production, but its high productivity has had concomitant negative environmental and societal impacts and large requirements for fossil-fuel-derived inputs. Maintaining agricultural productivity, economic prosperity and environmental integrity will become ever more challenging as the global demand for agricultural products increases and the resources needed become increasingly limited. Here we present four scenarios for Iowa in 2100, based on combinations of differing goals for the economy and differing energy availability. Ecosystem health is a desired endpoint of environmental management and should be a primary design goal for ecological engineering. This paper describes ecosystem health as a comprehensive, multiscale, measure of system vigor, organization and resilience. Ecosystem health is thus closely linked to the idea of sustainability,whichimplies theabilityofthesystemtomaintainits structure(organization)andfunction (vigor) over time in the face of external stress (resilience). The use of woody biomass is being promoted across the United States as a means of increasing energy independence, mitigating climate change, and reducing the cost of hazardous fuels reduction treatments and forest restoration projects. The opportunities and challenges for woody biomass use on the national forest system are unique. My dissertation develops and analyzes ecological economic models to study the complex dynamics of an ecological economic system (EES) and investigate various conditions and measures which can sustain a developing economy over the long term in view of resilience and sustainability. Because of the intrinsic complexity of the system, I take a systems approach, using economics as the foundation for the basic structure of an ecological economic model, and system dynamics as the method to build and analyze such a complex ecological economic model.
