Beyond Corporate Greenwashing: Discourse Of A 'Just' Electric Energy Transition Materialized At The Thacker Pass Lithium Mine, Laekyn Kelley

Thacker Pass in Northern Nevada is a rich desert ecosystem with spiritual significance to local Indigenous peoples, and it is also the site for what will be, for now, the United States’ largest open-pit lithium mine. Lithium is one mineral constituent of electric batteries which are essential to current U.S. electric energy transition policy, a transition which policymakers and other public groups have called on to be done in a way which is just. The Philippine energy sector remains plagued with issues of energy security, high electricity costs, and vulnerable grid infrastructure. This paper argues for the increased uptake of microgrids as a solution for these issues, using the Institutional Analysis and Development (IAD) Framework as a guide for microgrid policy. We begin this paper with an analysis of existing energy policies in the Philippines, highlighting a lacking integrated approach for energy security. Hawai‘i has implemented renewable energy goals that assume continued investments by solar consumers who seem unaware of their role in the policy's success. Without the renewable resource generation that will come from these investments, the state will be unable to achieve its energy mandate. The German Energiewende (“energy transition”) is often credited with being the most ambitious renewable energy transition in the world. Germany’s rapid transition is mainly led by their Renewable Energy Act of 2000, which has been amended several times in order to remain relevant during changing conditions. In contrast, the United States’ energy transition seems stagnant and lacks an overall direction from the Federal Government. Capital-labour-energy Constant Elasticity of Substitution (CES) production functions and their estimated parameters now form a key part of energy-economy models which inform energy and emissions policy. However, the collation and guidance as to the specification and estimation choices involved with such energy-extended CES functions is disparate. This risks poorly specified and estimated CES functions, with knock-on implications for downstream energy-economic models and climate policy. In response, as a first step, this paper assembles in one place the major considerations involved in the empirical estimation of these CES functions. The local policy arena is ripe for research on policy elite decisionmaking because where policy diffusion is concerned, previous studies focus on state-to-state and city-to-city dynamics. Therefore, there is a significant opportunity to expand understanding about the adoption of policies and policy diffusion at the local level. Identification of individual level determinants that signify policy adoption is a cornerstone to fostering this knowledge. This study examines such preference indicators found among policy elites in select Arkansas cities. While the utilization of energy efficiency has grown in recent years, it has not been distributed evenly across the country. In some states, over 2% of a utility’s budget is spent on energy efficiency; in other states that number is 0. Much of the growth in energy efficiency has been due to state policies and the development utility-level energy efficiency programs. Yet, all utility programs are not created equal. Because they are often exempt from state regulation (and therefore state energy efficiency policy), publicly-owned utilities have traditionally lagged behind IOUs when it comes to EE programs.

This chapter opens by examining whether the research and development of molecular solar fuels will be characterized in future by its promotion of fundamental societal virtues such as equality and environmental sustainability. Artificial photosynthesis (AP) is an area of well-advanced research involving large international groups at the cutting edge of synthetic biology and nanotechnology. In simple terms it offers to produce a cheap source of hydrogen for fuel through using sunlight to split water, as well as making basic starches by a process involving absorption of carbon dioxide via the enzyme RuBisCO. The United States must balance securing our energy future with protecting our environment from climate change. A holistic approach is required to solve this complex problem.
