Enforcing Higher Standards For Flood Hazard Mitigation In Vermont, Tamsin Flanders

The state of Vermont faces increasing risk of costly damage from catastrophic flooding events as climate change increases the frequency of heavy rains and cumulative precipitation. In addition to increasing flood inundation risk, extreme precipitation events are leading to high rates damage from fluvial erosion—erosion caused by the force of floodwater and the materials it carries. As in all U.S. states, flood hazard governance in Vermont is shared by multiple levels of government and involves a complex compliance model that relies on local governments to regulate private property owners to achieve community, state, or federal goals.

Myriad challenges regarding earth's common spaces, those unregulated by sovereign state authorities, mount and intensify as resources diminish and competition for commercial, scientific and security advantages increases; the pollution and degradation of those spaces simultaneously expands. Threats to the global commons complicate efforts to achieve international consensus which impedes attempts to develop effective governance. As an example, marine debris is a growing problem and is an existential threat to the global commons.

Policies and programs have been utilized throughout the United States (U.S.) to reduce water use as a strategy to ensure sufficient water supplies for future demand. As governmental leaders and policy makers face increasing freshwater scarcity and supply unpredictability, along with rising costs and decreased federal funding, Best Practices (BPs) in water conservation are increasingly important to facilitate decision-making in choosing which strategies to employ. Rural community drinking water systems in New Mexico are facing many challenges, including a lack of personnel, deteriorating infrastructure, lack of funds, overly burdensome and confusing regulation, environmental concerns, and concerns over water rights. Governing agencies are creating vulnerability by making managers prioritize some issues and neglect others. Water systems designated a Mutual Domestic Water Consumers Associations are especially problematic because they are small and managed by volunteers but have as much regulatory burden as larger municipalities.
