Rising waters and the increasing devastation of flood events make coastal resilience a significant issue in the Hampton Roads region of Virginia, particularly in the city of Norfolk. Enhancing resilience requires ongoing stakeholder engagement designed to invite dialogue while encouraging cross-jurisdictional collaboration and comprehensive problem-solving. Increasing evidence shows that the impacts of anthropogenic climate change have magnified and will have dramatic implications for both the natural and social systems (Adger et al., 2014). While research on the security implications of climate change has been found to have a major bearing on policy making, experts have not reached a consensus about how climate change and human security are related, leaving the climate-security nexus and corresponding policies underdeveloped.

In 2018, the Intergovernmental Panel on Climate Change (IPCC) warned that the world only has until 2030 to prevent global temperatures from rising an additional .5 degrees Celsius from greenhouse gas emissions to thwart the catastrophic damage that could follow such warming.
