However the very same properties that make it uniquely diverse and hardy also contribute to the hazards it poses to the ecosystems and human health. If current consumption and manufacturing practices remain unchanged, there will be hundreds of millions of additional tons of plastic introduced into the environment over the coming decades. Soft law governance relies on nongovernmental institutions that establish and implement voluntary standards. Compared with traditional hard law solutions to societal and economic problems, soft law alternatives promise to be more politically feasible to establish and then easier to adapt in the face of changing circumstances. Coastal wetlands such as mangrove forests and salt marshes provide a range of important benefits to people, broadly defined as ecosystem services. These include provisioning services such as fuelwood and food, regulating services such as carbon sequestration and wave attenuation, and various tangible and intangible cultural services. However, strong negative perceptions of coastal wetlands also exist, often driven by the perceived or actual ecosystem disservices that they also produce. These can include odour, a sense of danger, and their real or perceived role in vector and disease transmission (e.g. malaria). This review provides an introduction to the ecosystem services and …

This paper begins by exploring the current state of water resources planning and permitting. Then, considers current water demand in Virginia, as well as future challenges. Next is an examination of management structures from other states and a discussion of potential solutions to the water scarcity issue, including wastewater purification, the Hampton Roads Sanitation District’s (HRSD) Sustainable Water Initiative For Tomorrow (SWIFT) project, and desalination. There has been little policy effort to address sea level rise in coastal states in the US. It is important to examine, at the state level, how the multitude of different (and changing) actors with different preferences and perspectives contribute to such inertia. This study examines state-level legislative inaction with regards to sea level rise. Using Kingdon's multiple streams framework, we draw a picture of the policy landscape in Virginia as one where the problem of sea level rise is perceived as a low priority, with little consensus on achievable policy solutions, and is politically controversial. This issue brief considers whether streamlining international environmental regimes by grouping or ‘clustering’ international agreements could improve effectiveness and efficiency. It outlines the general idea of the clustering approach, draws lessons from the chemicals and waste cluster and examines the implications and potentials of clustering multilateral environmental agreements.

In this paper we structure, obtain and analyze results of an expert elicitation on the relationship between U. S. government Research & Development funding and the likelihood of achieving advances in cellulosic biofuel technologies. While there was disagreement among the experts on each of the technologies, the patterns of disagreement suggest several distinct strategies. Selective Thermal Processing appears to be the most promising path, with the main question being how much funding is required to achieve success. Thus, a staged investment in this path looks promising. With respect to gasification, there remains fundamental disagreement over whether success is possible even …

From June 27 to 28, 2011, the Federal Office for the Environment of Switzerland, the Global Environmental Governance Project of the Center for Governance and Sustainability at the University of Massachusetts Boston, and the World Trade Institute at the University of Bern hosted a workshop on International Environmental Governance: Grounding Policy Reform in Rigorous Analysis. The workshop started a dialogue between academics and researchers on one hand and policymakers on the other in order to provide analytical input to the political negotiations on institutional reform in the run-up to the UN Conference on Sustainable Development in 2012.

The various control mechanisms available to regulators will be discussed: including allocation methodology, benchmarking, banking, variation in design frameworks, etc. To aid and support the proposed policy recommendations, this paper will investigate the design framework of the SOx emission trading scheme in the US, the Kyoto Protocol, and the European Union Emissions Trading Scheme (ETS). This dissertation concerns a widely recognized natural area, New York's Adirondack Park, that serves both as an international model for conservation and as a context for persistent conflict over natural resources, space, wealth and esthetics. It employs narrative inquiry as a method to examine the sources and the function of narratives or stories explaining the history and the present status of social groups in the Park. The relationship between R&D investments and technical change is inherently uncertain. In this paper we combine economics and decision analysis to incorporate the uncertainty of technical change into climate change policy analysis. We present the results of an expert elicitation on the prospects for technical change in carbon capture and storage. We find a significant amount of disagreement between experts, even over the most mature technology; and this disagreement is most pronounced in regards to cost estimates. We then use the results of the expert elicitations as inputs to the MiniCAM integrated assessment model, to derive probabilistic information about the …

Traditional Natural Resource Use And Development In Northeast Thailand, Christie Moulton

This paper explores the effects of development projects on traditional natural resource use in three communities in Northeast Thailand, a region known as Isan. I interviewed villagers in each community and asked them to describe their environmental perceptions, management practices and livelihood strategies. Participants described several subsistence livelihoods that have traditionally been present in Isan. These include rice farming, fishing, community forestry, and wetland use. Residents from the three communities all described various cultural activities, knowledge systems, and religious ceremonies that are closely tied to their local resources. There is a dual purpose to the Las Vegas 2020 Master Plan Conservation Element. The first purpose is to address the requirements of state law, as provided in the Nevada Revised Statutes (NRS) 278.150(4).
