Floods are the most damaging natural disasters in America. Land use change in upland watersheds can increase the probability and severity of floods (Bronstert, Niehoff, & Burger, 2002). When watersheds are divided by political and private property boundaries it leads to a misalignment of incentives in which downstream users lack recourse for upstream land use decisions contributing to flood risk. In this thesis, researchers interrogate the attributes of town officials and towns that determine what motivates town governments to act on flooding and what motivates and enables town officials to collaborate on planning and how do they collaborate in practice. …

This paper investigates the reliable shortest path (RSP) problem in Gaussian process (GP) regulated transportation networks. Specifically, the RSP problem that we are targeting at is to minimize the (weighted) linear combination of mean and standard deviation of the path's travel time. With the reasonable assumption that the travel times of the underlying transportation network follow a multi-variate Gaussian distribution, we propose a Gaussian process path planning (GP3) algorithm to calculate the a priori optimal path as the RSP solution. With a series of equivalent RSP problem transformations, we are able to reach a polynomial time complexity algorithm with guaranteed …

Long-Range Wide-Area Network (LoRaWAN) enables flexible long-range service communications with low power consumption which is suitable for many IoT applications. The densification of LoRaWAN, which is needed to meet a wide range of IoT networking requirements, poses further challenges. For instance, the deployment of gateways and IoT devices are widely deployed in urban areas, which leads to interference caused by concurrent transmissions on the same channel. While climate change trends indicate the progression towards more widespread and severe impacts across the world, current consequences of society’s climate inaction are already being felt by many vulnerable populations. Low-lying and coastal areas are particularly at risk from climate-related hazards such as sea level rise and increased intensity storms. In order to protect residents, countries and regional governments have begun to plan and implement adaptation strategies to minimize the impact of future climate change related disasters.

Rangeland Management During Drought: Assessing Social-Ecological And Cognitive Indicators Of Ranchers’ Adaptive Capacity, Tonya Haigh

Rangeland managers face challenges to adapt to climate extremes, and research is needed on how to support their adaptive capacity for managing climate risk. This study evaluates adaptive capacity using an integrated vulnerability and resilience conceptual model and three cognitive behavioral models. Overarching research questions focus on the relationship between protective action and impacts and the best predictors of taking action in response to drought. Three studies address these questions, using quantitative data collected from two post-drought surveys of rangeland-based livestock managers in the Northern Great Plains of the U.S. The studies find evidence of the roles of social-ecological sources …

The theme of this portfolio is how different tools and approaches can be used for advancing transportation equity. Broadly defined, transportation equity is about fairness in transportation. There are a number of ways this fairness can be assessed. The most common way to assess transportation equity is by looking at the fairness of outcomes, distributed geographically, socially, or even by mode of transportation. Equity can also be defined by the fairness of processes. For everyday activities such as locating objects or places, route planning, and the like, many insights have been gained over the past few decades, feeding into theories of spatial cognition and frameworks for spatial information science. In this paper, we explore sailing as a more specialized domain that has not yet been considered in this way, but has a lot to offer precisely because of its peculiarities. The Oil Pollution Act of 1990 requires the development of Regional and Area Contingency Plans. For more than 20 years, the State of Florida, under both the Department of Environmental Protection and the Florida Fish and Wildlife Commission, has worked closely with the U.S. Coast Guard and the National Oceanic and Atmospheric Administration to develop these plans for coastal and marine oil spill response. Ecodistricts, or neighborhood-scale, community-driven areas of sustainable development, have emerged internationally and within the U.S. to create models of adaptive environmental design and advanced urban infrastructure. Central SoMa is the first ecodistrict to be planned and implemented in San Francisco, with the intention of revitalizing and greening this urbanized region of the city. At this time, the Central SoMa area has very low biodiversity levels, inefficient infrastructure, and poor water management capabilities. This report details the results of an empirical study that examined perceived health and well-being motives and benefits among visitors to a sample of Alberta’s parks and protected areas. The study revealed several major findings with important policy and management implications. First, the human health and well-being benefits that the visitors expected to receive from visits were perceived to be a major personal motivation in the choice to visit Alberta protected areas. The most important motivation factors identified by respondents were psychological and emotional well-being (89.1% of visitors ranked this important), social well-being (88.3%), physical well-being (80.3%), and environmental well-being …

Wilderness Park, located in Lancaster County, Nebraska, is a public park of unique ecological and historical value to the city of Lincoln and to the surrounding region. The natural and historical features of the park present an opportunity to communicate environmental and historical topics that are relevant on local, national, and global levels, as well as inspire a lively sense of pride in the community. The problem is that many topics relevant to Wilderness Park are not currently being interpreted at the park, and that there are relatively few interpretive resources available to park visitors.

Simulation of the land subdivision process is useful in many applied and research areas. Planners use such tools to understand potential impacts of planning regulations prior to their implementation. While the credibility of both land-use change and urban growth models would be enhanced by integrating capabilities to simulate land subdivision, such research is lacking in the published literature. Of the few subdivision tools that exist, most are either not fully-automated or are unable to generate realistic subdivision layouts.
