Executive Summary
The National Park Service (NPS) Natural Resource Condition Assessment (NRCA) Program administered by the NPS Water Resources Division evaluates current conditions for important natural resources and resource indicators using primarily existing information and data. NRCAs also report on trends in resource condition when possible, identify critical data gaps, and characterize a general level of confidence for study findings. This NRCA complements historic resource assessments, is multi-disciplinary in scope, employs a hierarchical indicator framework, identifies and develops reference conditions/values for comparison against current conditions, and emphasizes spatial evaluation of conditions and GIS (map) products.

This Inquiry Group Report for the Centers for Ocean Sciences Education Excellence Ocean Communities in Education And Social Networks (COSEE OCEAN) provides a fresh look at how broader ocean science literacy can be developed, especially through less-recognized channels such as opportunistic learning, the private and “third” sectors, and the enormously varied activities under the heading of informal science education. The United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), along with treaties, instruments, and decisions of international law, recognizes that indigenous peoples have the right to give "free, prior, and informed consent" to legislation and development affecting their lands, natural resources, and other interests, and to receive remedies for losses of property taken without such consent. Nebraska is currently ranked 4th in the nation for wind energy potential, but ranks low in actual wind power production. The lack of wind energy production could be the result of Nebraska’s unique public power districts that have eminent domain of distribution and retail sales of electricity in the State. Public Power districts are prohibited from receiving benefits of state and federal tax incentives for the development of wind farms, however some Nebraska power districts still pursue wind energy as a renewable source of energy.

The Natural Resources Law Center's 25th Anniversary Conference and Natural Resources Law Teachers 14th Biennial Institute provided an opportunity for some of the best natural resources lawyers to discuss future trends in the field. The conference focused on the larger, cross-cutting issues affecting natural resources policy. Initial discussions concerned the declining role of scientific resource management due to the increased inclusion of economic-cost benefit analysis and public participation in the decision-making process.
