Plastic pollution in the ocean is a global concern with more than 8 million tons of plastic dumped into our oceans every year. This policy paper assesses plastic pollution in Narragansett Bay and the negative implications it holds on local seabird populations. Also, essential background information on plastic production and throwaway culture is provided. Moreover, the biological significance of seabirds is described, highlighting the vital role such populations play in local ecosystems such as Narragansett Bay. The Shelter Cove Fishing Community Sustainability Plan (FCSP) is the product of a strong collaborative partnership among the fishing community, Humboldt State University, civic leaders, elected officials, and local business owners and operators. The project was funded by a generous grant from Saltonstall-Kennedy Grant Program, awarded in September of 2016.
The FCSP is a powerful example of the Shelter Cove fishing community’s capacity to establish key partnerships, identify opportunities and constraints, procure funding and engage in strategic planning. Surge pricing is commonly used in on-demand ride-sourcing platforms (e.g., Uber, Lyft and Didi) to dynamically balance demand and supply. However, since the price for ride service cannot be unlimited, there is usually a reasonable or legitimate range of prices in practice. Such a constrained surge pricing strategy fails to balance demand and supply in certain cases, e.g., even adopting the maximum allowed price cannot reduce the demand to an affordable level during peak hours. Cyanobacteria (also referred to as blue-green algae) are naturally present members of phytoplankton assemblages that may detract from beneficial uses of water because some strains produce cyanotoxins that pose health hazards to people and animals. Cyanobacteria populations observed in Willow Creek Lake during 2012 through 2014 were compared to external nutrient loading from the Willow Creek drainage basin and several other physicochemical properties within the lake, including internal nutrient loading. Accurate and timely data regarding freshwater fish communities is important for informed decision-making by local, state, tribal, and federal land and resource managers; however, conducting traditional gear-based fish surveys can be an expensive and time-consuming process, particularly in remote areas, like those that characterize much of Alaska. To help address this challenge, we developed and tested five multi-species environmental DNA (eDNA) primer sets for the simultaneous detection of up to 37 target fish species in a single sample. Using these primer sets can reduce the cost and time needed to perform future studies of fish communities. Our results comparing multiple …

Executive Summary
This report describes the results of a visitor study at Niobrara National Scenic River (NSR) conducted from July 15 through July 24, 2016. During the sampling period, 253 visitor groups were contacted to participate in the survey. Of those groups, 217 agreed to participate in the study by accepting a mail-back survey packet. Questionnaires were completed and returned by 110 visitor groups, resulting in a completion rate of 51% among those visitor groups that agreed to participate in the study and an overall response rate of 43% for the study.

In accordance with guidelines set forth by the National Park Service Inventory and Monitoring Division, a quality-assurance plan has been created for use by the Heartland Inventory and Monitoring Network in the implementation of the White-tailed Deer Monitoring Protocol (HTLN 2018). This quality-assurance plan documents the standards, policies, and procedures used by the Heartland Network for activities related to the collection, processing, storage, analysis, and publication of monitoring data. Globally, groundwater overdraft poses significant challenges to agricultural production. As a result, it is likely that new water management policies and governance arrangements will be needed to stop groundwater depletion and maintain agricultural viability. Drawing on interviews with state and non-state water managers and other water actors, this paper provides a study of a recent resource management agreement between surface water and groundwater irrigators in the Eastern Snake Plain Aquifer region of Idaho. Using adaptive governance as our descriptive framework, we examine how groundwater governance arrangements emerge and are applied to mitigate the impacts of groundwater overdraft. In this thesis, an array of graphene-based hybrid materials and aerogels are synthesized for use as novel thermo-electrochemical energy harvesters and for ascorbic acid biosensing devices. The knowledge of all occupied and unoccupied trips made by self-employed drivers are essential for optimized vehicle dispatch by ride-hailing services (e.g., Didi Dache, Uber, Lyft, Grab, etc.). However, the occupancy status of vehicles is not always known to the service operators due to adoption of multiple ride-hailing apps. In this paper, we propose a novel framework, Learning to INfer Trips (LINT), to infer occupancy of car trips by exploring characteristics of observed occupied trips. In order to ensure the provision of goods and services from forests, many governments have promoted less-traditional conservation initiatives such as programs of payments for ecosystem services called, more broadly, direct payments for conservation. The Socio Bosque Program (SBP) is a governmental program in Ecuador that directly provides economic incentives to rural families and local and indigenous communities who have voluntarily agreed to comply with some conservation activities. An impact evaluation method (matching) was used to assess the impact of the SBP between 2008 and 2014. This study revealed that on average, the SBP reduced deforestation by 1.5% in those …

This paper considers a sequential discrete choice problem in a time domain, formulated and solved as a route choice problem in a space domain. Starting from a dynamic specification of time-series discrete choices, we show how it is transferrable to link-based route choices that can be formulated by a finite path choice multinomial logit model. This study establishes that modeling sequential choices over time and in space are equivalent as long as the utility of the choice sequence is additive over the decision steps, the link-specific attributes are deterministic, and the decision process is Markovian. Report on a program for public engagement meetings using the ASERT (Action-oriented Stakeholder Engagement for a Resilient Tomorrow) framework to solicit resident input into the City of Virginia Beach’s Comprehensive Sea Level Rise and Recurrent Flooding Analysis and Planning Study. A series of community meetings from December 2017-January 2018 took the form of a “Flood Resilience Game Night” with five stations in which residents could participate in activities to earn stamps on a game card.

Existing studies that focus on personal exposure to or the deposition dose of particulate pollution in developing regions are limited. Hence, in this study, as a first step, we present results on how people spend their daily time in Metro Manila, Philippines. This information is critical to assessing personal exposure to and the deposition dose of particulate pollutants. We found that people spend less time at home on workdays than weekends (52% versus 70%), the fraction of time spent at work/school increases with age until retirement, adult males spend less time at home than females (18% versus 28%), and people …

Using county-level TRI data from 2003 to 2016, I find evidence that lead emissions in water adversely affect birth weights within the emitting county, especially with respect to the percentage of births considered low birth weight within that county (less than 2,500 grams). I find that a one percent increase in lead emissions per square mile increases the proportion of low birth weights by 0.27 percentage points. For a county with an average number of births in a particular year, this one percent increase in lead per square mile translates to an additional $475,000 in hospitalization costs from complications with …

The purpose of the NRCA is to provide park leaders and resource managers with information on resource conditions to support near-term planning and management, long-term strategic planning, and effective science communication to decision-makers and the public.

Traditional taxi fleet operators world-over have been facing intense competitions from various ride-hailing services such as Uber and Grab (specific to the Southeast Asia region). Based on our studies on the taxi industry in Singapore, we see that the emergence of Uber and Grab in the ride-hailing market has greatly impacted the taxi industry: the average daily taxi ridership for the past two years has been falling continuously, by close to 20% in total. Estimating the travel time of a path is of great importance to smart urban mobility. Existing approaches are either based on estimating the time cost of each road segment or designed heuristically in a non-learning-based way. As developing countries, such as Tanzania experience economic growth, waste overflow and proper waste disposal become even more arduous challenges. Live video programmes can bring in better travel experience for subway passengers and earn abundant advertisement revenue for subway operators. However, because the train-trackside channels for video dissemination are easily accessible to anyone, the video traffic are vulnerable to attacks which may cause deadly tragedies. This paper presents a situation-aware authenticated video broadcasting scheme in the railway network which consists of train, on-board sensor, trackside GSM-R (Global System for Mobile Communications-Railway) device, WiFi AP (Access Point), and train control center. Traditional taxi fleet operators world-over have been facing intense competitions from various ride-hailing services such as Uber and Grab.Based on our studies on the taxi industry in Singapore, we see that the emergence of Uber and Grab in the ride-hailing market has greatly impacted the taxi industry: the average daily taxi ridership for the past two years has been falling continuously, by close to 20% in total. Densely populated cities face great challenges of high transportation demand and limited physical space. Thus, in these cities, the public transportation system is heavily relied on. Conventional public transportation modes such as bus, taxi and subway have been globally deployed over the past century.
