The United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), along with treaties, instruments, and decisions of international law, recognizes that indigenous peoples have the right to give "free, prior, and informed consent" to legislation and development affecting their lands, natural resources, and other interests, and to receive remedies for losses of property taken without such consent. With approximately 150 nations, including the United States, endorsing the UNDRIP, this requirement gives rise to emerging standards, obligations, and opportunities …

Sensing social media for trends and events has become possible as increasing number of users rely on social media to share information. In the event of a major disaster or social event, one can therefore study the event quickly by gathering and analyzing social media data. To enhance fleet operation and management, logistics companies instrument their vehicles with GPS receivers and network connectivity to servers. Mobility traces from such large fleets provide significant information on commuter travel patterns, traffic congestion and road anomalies, and hence several researchers have mined such datasets to gain useful urban insights. These logistics companies, however, incur significant cost in deploying and maintaining their vast network of instrumented vehicles. Overview: Green Lite Motors is a Portland-based company building a hybrid commuter vehicle targeted for urban and suburban areas. The vehicle is a front/back, two-seat configuration with three wheels (two front and one rear-drive wheel). The vehicle is classed as a motorcycle, giving it all the advantages of a smaller footprint in parking and highway travel; however, the advanced roll-cage design and fairing give the vehicle safety and comfort advantages of a standard passenger car. Introduction
During the last century, much of the prairie within the Northern Great Plains has been plowed for cropland, planted with non-natives to maximize livestock production, or otherwise developed, making it one of the most threatened ecosystems in the United States. Within Nebraska, greater than 77% of the area of native mixed grass prairie has been lost since European settlement (Samson and Knopf 1994). The National Park Service (NPS) plays an important role in preserving and restoring some of the last pieces of intact prairies within its boundaries. Climate change remains a prevalent problem for today’s international community, particularly for Pacific Island countries. This study examines the current influence of climate change on Samoa by looking at the three tenets of vulnerability: exposure, sensitivity, and adaptive capacity. These aspects of climatic change correlate and build off one another, ultimately elucidating the basic vulnerability of any given region. It also analyzes how environmentally secure Samoa is and will be, using Thomas Homer- Dixon’s theory on climate change and conflict. Aggregate nearest neighbor query, which returns a common interesting point that minimizes the aggregate distance for a given query point set, is one of the most important operations in spatial databases and their application domains. This paper addresses the problem of finding the aggregate nearest neighbor for a merged set that consists of the given query point set and multiple points needed to be selected from a candidate set, which we name as merged aggregate nearest neighbor(MANN) query. Municipal development codes – the set of regulations that control the built environment – can have a great influence on the availability of clean and healthy water for drinking, recreation, and commercial uses. The Colorado River is an economic, environmental and cultural lifeline of the southwestern United States, and the allocation of its scarce waters are a source of ongoing controversy. This year marks the 50th anniversary of the Supreme Court decision in Arizona v. California. While the case was an important landmark in the still-evolving relationship between these two Lower Basin states, it remains most relevant today by the way in which it clarified federal rights and responsibilities. Despite decade old calls for a "just sustainability," urban sustainability policy and practice remains oriented toward environmental outcomes and eco-lifestyle projects. Notions of equity, justice, and inclusion continue to be marginalized in favor of technological solutions, such as green buildings, that are visible, easy to implement, and help to promote economic development. By examining a controversy over a bikeway development project in a rapidly gentrifying neighborhood in Northeast Portland, Oregon, this article explores how despite apolitical appeals to broadly shared values or visions of what a sustainable city ought to look like, sustainability projects can be—and perhaps should be—hotly contested. …

Mass Rapid Transit using rail is a popular mode of transport employed by millions of people in many urban cities across the world. Typically, these networks are massive, used by many and thus, can be a soft target for criminals. In this paper, we consider the problem of scheduling randomised patrols for improving security of such rail networks. Similar to existing work in randomised patrols for protecting critical infrastructure, we also employ Stackelberg Games to represent the problem. In this paper, we consider a new problem in the context of road network databases, named Resource Constrained Best Upgrade Plan computation (BUP, for short). Consider a transportation network (weighted graph) G where a subset of the edges are upgradable, i.e., for each such edge there is a cost, which if spent, the weight of the edge can be reduced to a specific new value. In an urban city, its transportation network supports efficient flow of people between different parts of the city. Failures in the network can cause major disruptions to commuter and business activities which can result in both significant economic and time losses. In this paper, we investigate the use of centrality measures to determine critical nodes in a transportation network so as to improve the design of the network as well as to devise plans for coping with network failures. Rapid development of unconventional shale resources in recent years has raised a series of regulatory issues both here and abroad. Because of the "distributed" nature of shale development and the significant increase in wells in key basins, local land-use conflicts have also erupted in certain areas of the country, leading to restrictions and moratoria on drilling by state, county, and municipal governments and raising questions about the industry's continued social license to operate in key jurisdictions.
