Energy transitions to less-carbon intense technologies, such as wind and solar energy, in the electricity, sector are crucial to realizing international climate goals because the electricity sector has been one of the main global carbon emitter for decades, and environmental plans in most countries involve electrifying heavily polluting industries with clean electricity generation. As the number of nuclear power plants slated for decommissioning increases, reflecting on the U.S. Nuclear Regulatory Commission’s (NRC’s) decommissioning regulations in relation to public participation becomes increasingly important. When plants close, communities lose security in economics, employment, and environmental and human health. The NRC’s regulations on public involvement are very limited and generally stakeholders do not feel supported in the decommissioning process. Local and tribal governments, citizen groups, the general public, and those directly affected have all found the NRC’s public involvement inadequate, ineffective, and infrequent. While there are as yet no wind energy facilities in New England coastal waters, a number of wind turbine projects are now operating on land adjacent to the coast. In the Gulf of Maine region (from Maine to Massachusetts), at least two such projects, one in Falmouth, Massachusetts, and another on the island of Vinalhaven, Maine, began operation with public backing only to face subsequent opposition from some who were initially project supporters. This honors thesis will examine current and theoretical "cap and trade" emissions trading schemes in an attempt to make recommendations on how to improve this regulated commodity market. The various control mechanisms available to regulators will be discussed: including allocation methodology, benchmarking, banking, variation in design frameworks, etc. To aid and support the proposed policy recommendations, this paper will investigate the design framework of the SOx emission trading scheme in the US, the Kyoto Protocol, and the European Union Emissions Trading Scheme (ETS).
