Climate change summons more extreme and frequent weather events that threaten communities’ access to power. Without power, businesses lose revenue, essential services are limited, people are exposed to extreme temperatures, and lives are lost. California has adopted microgrids as a solution to costly power outages, electrification needs, and renewable energy goals. The primary climate change impact reviewed is the increasing severity of storms and extreme weather events. California is electrifying medium and heavy vehicles (vehicles weighing over 8,500 pounds) to reduce greenhouse gas emissions and provide environmental justice for disadvantaged communities. These vehicles are used for delivery, construction, refuse collection or long haul trucking. The three main challenges of electrification are infrastructure, policy and funding. To address these challenges, policy analysis was used to review California’s policies already in place for electrification of medium and heavy duty vehicles. Comparative analysis was used to look at policies in other countries and environmental programs for strategies to help electrification efforts.

An Integrated Resource Plan (IRP) is a tool used by load serving entities (LSEs) to plan how they will meet forecasted energy demand and system reliability requirements through a combination of supply-side and demand-side resources. The goal of an IRP is to identify the lowest cost option to meet future load while also adhering to policy requirements. They account for 40% of the world’s energy consumption, due to the need for lighting, equipment, heating, cooling and ventilation. Oil spill models, ecological risks, response options, and costs were assessed for a discharge of Bakken crude oil into the Northern San Francisco Bay from a train derailment. This assessment was based on the risk of crude by rail derailments into the San Francisco Bay; in 2014, California oil refineries imported over 240 million gallons of Bakken crude oil by rail for processing. A hypothetical scenario was developed from a derailment on the Union Pacific Railroad Bridge and discharging 100,000 gallons of Bakken crude oil into the Northern San Francisco Bay. Chemical dispersants are applied to spilled oil in marine environments when other, less controversial, methods are not adequate for the incident. They are considered to be a response method as opposed to a direct cleanup method, with the intended goals of reducing risk of exposure to sensitive shorelines, reducing environmental injury to surface-dwelling sea birds and marine mammals, and facilitating the biodegradation of spilled oil into the water column.

The McKinsey Global Initiative identified existing building retrofits as an integral component to achieve a 75% reduction in greenhouse gas emissions in the United Sates by 2050 (Fluhrer, Maurer, & Deshmukh 2010). However, this will require energy efficiency retrofits for existing buildings to be deployed more frequently and achieve higher energy savings on average. Deep Energy Retrofits using the Integrative Design Process can result in 30-60%+ energy savings in office buildings.
