Wetland Mitigation Banking As A Tool For Conservation, Reid Beauregard Sisson

This comment proposes that wetland mitigation banking under Section 404 of the Clean Water Act be employed by land trusts and conservation groups to generate revenue for funding land acquisitions and on-going stewardship for both wetland and wetland-related upland habitats threatened or impacted by development. Conservation groups and land trusts can use mitigation banking to generate revenue to fund their conservation goals. General background on the Clean Water Act - Section 404 and regulations affecting wetlands, compensatory mitigation and mitigation banking is provided. Sea turtles appeared more than 200 million years ago in the late Triassic period. They grow very slowly, taking an average of 25 years to reach sexual maturity, with a life span averaging 40-50 years. From May to October green sea turtles (Chelonia mydas) emerge during the night and follow light cues toward the sea. Recently, beachfront development has increased hatchling mortality rate. When hatchlings emerge from nest, high densities of artificial lights lead them toward the land where they either desiccate and die, or are preyed upon. During the summer of 1999, soil samples were taken from the Overton Wildlife Management Area (OWMA), located in the Moapa Valley of Clark County, Nevada. Although lead shot has been banned for the hunting of waterfowl since 1986, it is still legal for upland game hunting. The field sampled serves primarily as a dove hunting area and is cultivated. A large sample size was taken to indicate the short-term effects of the deposition of lead shot in the area and a small sample size, the long-term. The current recycling program on the University of Nevada Las Vegas (UNLV) campus does not have a special event recycling aspect. The purpose of this study was to develop a special event recycling program and make recommendations of how to effectively implement it on the UNLV campus. In order to develop this special event recycling program data was collected through surveys and a pilot study. The data collected was then used to formulate recommendations. The Green alga genus Caldophora is one of the most abundant kinds of algae worldwide, found in both freshwater and marine environments. It prefers nutrient-rich waters and requires a rocky substrate and water movement for growth. When water temperatures reach 22 to 26 C, the alga dies and washes into shore in large mats. Dead Cladophora produces a terrible odour, reduces property values and can alter the taste of drinking water. At Presqu’ile Provincial Park, maximum Cladophora sloughing occurred July 22 1999, the same time as peak summer park visitation begins. This results in the fouling of the Park’s beaches …

Beaches, and in particular sand dunes, are extremely fragile environments, easily altered by human activities. Intensive use of the beach/dune complex at Killbear Provincial Park near Parry Sound, Ontario may have led to the severe degradation of its dune system within Kilcoursie Bay. At present the dunes have been degraded back to an embryonic state, and as a result it is necessary to consider the development of management strategies before the system is completely destroyed. This thesis uses a literature review of protected areas selection, park management, comprehensive regional land use planning, and cumulative environmental effects and assessment to develop a methodology that identifies areas with concentrations of social and/or ecological values in and around northern national parks. The proposed methodology involves two stages. First, a database of values is developed by taking an inventory of social and ecological values through exxtensive literature reviews, interviews, and consultation with the public.
