Cities face intersectional challenges implementing climate adaptation policy. This research contributes to scholarship dedicated to understanding how policy implementation affects socially vulnerable groups, with the overarching goal of promoting justice and equity in climate policy implementation. We apply a novel framework that integrates social justice theory and the advocacy coalition framework to incrementally assess just climate adaptation in Boston, Massachusetts in the United States. Boston made an ambitious commitment to address equity as part of its climate planning and implementation efforts. Researchers at the University of New Hampshire designed, tested, and conducted an eelgrass health survey. The primary goal of the survey was to collect health ratings from respondents who had viewed pre-selected images of eelgrass representing a wide range of health conditions. Survey results were used as a calibration and validation to a novel eelgrass health index developed using video-monitoring. Two secondary goals of this this survey were the identification of plant-specific and environmental characteristics important to respondents and the introduction of the new eelgrass health index. EARTH’S CLIMATE CHANGES. It always has and always will. However, an extensive and growing body of scientific evidence indicates that human activities—including the burning of fossil fuel (coal, oil, and natural gas) for energy, clearing of forested lands for agriculture, and raising livestock—are now the primary force driving change in the Earth’s climate system. This report describes how the climate of southern New Hampshire has changed over the past century and how the future climate of the region will be affected by a warmer planet due to human activities.

Rising seas are threatening coastal communities and putting added pressures on the natural environment. Sea level rise rates are increasing on a global scale (from 1.7 to 3.2 mm/yr). Salt marshes are not only intertidal habitats acutely influenced by sea levels, but they also provide key ecosystem services such as: buffers against storm surges, habitat for wildlife, carbon dioxide storage, and pollutant filtration. In New England, salt marshes have built at a rate of 1 to 2 mm annually over the past 4,000 years, which has kept pace with sea level rise. However, we do not know if salt marshes …

Landscape connectivity, the extent to which a landscape facilitates the movements of organisms and their genes, faces critical threats from both fragmentation and habitat loss. Many conservation efforts focus on protecting and enhancing connectivity to offset the impacts of habitat loss and fragmentation on biodiversity conservation, and to increase the resilience of reserve networks to potential threats associated with climate change. Loss of connectivity can reduce the size and quality of available habitat, impede and disrupt movement (including dispersal) to new habitats, and affect seasonal migration patterns. The Lamprey River Nomination Committee sought the assistance of the Piscataqua Region Estuaries Partnership (PREP) to complete an extensive and detailed information package to nominate the Lamprey River and its major tributaries to the NH Rivers Management and Protection Program. The nomination package was due at DES on June 1, 2010, was reviewed and accepted by the State Rivers Management Committee in September and forwarded to the Commissioner of DES. The nomination is now working through the NH legislature with hearings anticipated during the spring 2011 session. If passed, the bill should be signed by Governor Lynch in July of …

The Piscataqua Region Estuaries Partnership provided $8,000 to support the Southeast Land Trust of New Hampshire’s land conservation work within the Pawtuckaway River and Kennard Hill Focus Areas, two areas identified by the Land Conservation Plan for New Hampshire’s Coastal Watershed. Through this grant, the Southeast Land Trust has: permanently conserved two parcels totaling 90.55 acres within the Pawtuckaway River Focus Area; entered into four agreements to acquire and conserve 221.4 acres within the Pawtuckaway River Focus Area and 190 acres within the Kennard Hill Focus Area; and facilitated, through the Wetlands Reserve Program, the protection of 60 acres within …

In the fall of 2010, the Piscataqua Region Estuaries Partnership (PREP) completed an 18-month effort to understand current and future environmental issues affecting the Region’s estuaries, to establish realistic goals and objectives for the next 10 years, and to create effective action plans to systematically achieve the shared environmental goals of a broad base of Regional stakeholders.
With input from more than 150 individuals, representing 82 organizations, PREP compiled the 2010 Piscataqua Region Comprehensive Conservation and Management Plan (CCMP) that lays the foundation for work over the next decade to protect and restore the Region’s estuaries and associated watersheds.
