Aquaculture Governance: Five Engagement Arenas For Sustainability Transformation, Darien D. Mizuta, Stefan Partelow

A greater focus on governance is needed to facilitate effective and substantive progress toward sustainability transformations in the aquaculture sector. Concerted governance efforts can help move the sector beyond fragmented technical questions associated with intensification and expansion, social and environmental impacts, and toward system-based approaches that address interconnected sustainability issues. Through a review and expert-elicitation process, we identify five engagement arenas to advance a governance agenda for aquaculture sustainability transformation: (1) setting sustainability transformation goals, (2) cross-sectoral linkages, (3) land–water–sea connectivity, (4) knowledge and innovation, and (5) value chains. Introduction: As sea level rises and coastal communities simultaneously grow, road flooding has the potential to significantly disrupt travel along road networks and make houses, businesses, and critical facilities difficult to reach. The impacts of tidal and storm surge flooding on roadways present challenging social and economic considerations for all coastal jurisdictions. Increasing the preservation and creation of natural and nature-based features (NNBF), like wetlands, living shorelines, beaches, dunes and other natural features to improve community resilience in the face of increasing coastal flooding may be achieved by highlighting the locally relevant benefits that these features can provide. Here we present a novel application of the least-cost geospatial modeling approach to generate inundation pathways that highlight landscape connections between NNBF and vulnerable infrastructure. Inundation pathways are then used to inform a ranking framework that assesses NNBF based on their provision of benefits and services to vulnerable infrastructure and for the broader community …

The Center for Coastal Resources Management (CCRM), Virginia Institute of Marine Science (VIMS), worked in collaboration with the Virginia Department of Environmental Quality (DEQ) and the Virginia Coastal Policy Center (VCPC) to develop guidance to inform the implementation of Chesapeake Bay Preservation Act (CBPA) regulations promulgated in 2021. The 2021 regulations added provisions to require local governments to consider climate changes, specifically flooding, sea level rise and storms, and the preservation of mature trees in the administration of the CBPA program. Established through the Coastal Zone Management Act, the National Estuarine Research Reserve System (NERRS) represents a partnership program between the National Oceanic and Atmospheric Administration (NOAA) and the coastal states to promote informed management of the Nation’s estuaries and habitats. Designated in 1991, and administered by the Virginia Institute of Marine Science (VIMS) of William & Mary, the Chesapeake Bay National Estuarine Research Reserve in Virginia (CBNERR-VA or Reserve) is one of 30 protected areas, which encompass over 1.3 million acres and make up the NERRS.

Machicomoco State Park (MSP) is located along the York River in Gloucester County, Virginia, between Cedarbush Creek and Timberneck Creek. Figures are shown in Appendix A. Archaeological evidence dating to the Middle and Late Woodland Periods (200 BCE – 1000 CE) strongly suggests that the area is associated with Tsenacommacah and the Powhatan’s chiefdom (DCR, 2021).
The site was primarily used as a base for hunting, fishing, and oystering activities. The area was later settled by English colonists around 1639, and was eventually sold to John Catlett in 1792, where it remained in the Catlett family’s possession for over 200 …

The Chesapeake Bay has about 6.5 million people living in its coastal counties and much of the shoreline is privately-owned. For communities along the shore, the continual shore retreat may be a problem. When land along the shore show signs of erosion, property owners tend to address it.
These guidelines are meant to address the need to educate consultants, contractors, and other professionals in the use of living shoreline strategies. The Virginia Institute of Marine Science (VIMS) monitors recruitment of the Eastern oyster, Crassostrea virginica (Gmelin, 1791), annually from late spring through early fall, by deploying spatfall[1] (settlement and recruitment of larval oysters to the post metamorphic form termed spat) collectors (shellstrings) at various sites in three Virginia western Chesapeake Bay tributaries. The survey provides an estimate of a particular area’s potential for receiving a "strike" or settlement (set) of oysters on the bottom and helps describe the timing of recruitment events in a given year. Ecosystems in the Sacramento–San Joaquin Delta are changing rapidly, as are ecosystems around the world. Extreme events are becoming more frequent and thresholds are likely to be crossed more often, creating greater uncertainty about future conditions. The accelerating speed of change means that ecological systems may not remain stable long enough for scientists to understand them, much less use their research findings to inform policy and management. Virginia continues to make significant progress in the development of a comprehensive wetland regulatory program and continued refinement of our wetland monitoring and assessment tools for use in management decision-making and integration within our water quality programs. This project focused on development of strategies to integrate management of wetlands across the landscape and among different jurisdictions sharing the same waterways. The vulnerability of coastal communities and the growing risks to coastal infrastructure continue largely due to past and ongoing patterns of development in high risk areas. The Trump administration has proposed replacing the Clean Water Rule, a 2015 regulation that defined the statutory term Bwaters of the United States^ to clarify the geographic jurisdiction of the Clean Water Act. Since its promulgation, the Clean Water Rule has been subjected to numerous judicial challenges. We submitted an amici curiae brief to the United States Court of Appeals for the Sixth Circuit, explaining why the Clean Water Rule, and its definition of Bwaters of the United States,^ is scientifically sound. As natural marshes are lost to erosion, sea level rise, and human activity, small created marshes, (sometimes with ancillary stabilization structures, and frequently called living shorelines) have gained interest as a replacement habitat; providing both shoreline stabilization and restoration of important ecological functions. These living shorelines enhance ecological function while reducing erosion through the use of marsh plants (Table 1). In all but the lowest energy settings, oyster reefs, low rock structures, or other stabilizing material are frequently used to enhance marsh establishment. DEQ continues to make significant progress in the development of a comprehensive nontidal wetland regulatory program; refinement of our permitting/compliance database to track impacts, compliance, and compensation by watershed; and continued refinement of our wetland monitoring and assessment tools for use in management decision-making and integration within our water quality programs. The Commonwealth of Virginia owns numerous tidal, waterfront properties along Chesapeake Bay and its tributaries including state parks, natural area preserves, and wildlife management areas. Many of these parks have eroding shorelines and are at risk from coastal hazards such as tidal flooding, waves, and sea level rise. These environmental threats impact the safety of park visitors and the mission of the parks.
