For decades, Ecuador has been one of the preeminent petrostates in South America. However, in response to recent drops in global demand and pricing for oil products, the country has made serious commitments to further develop its mineral resources. By opening a new natural resource sector, Ecuador has firmly cemented itself as a primarily extractivist nation. In the process, the national government has frequently come into conflict with activist and community groups who protest the encroachment of extractive industry. Large-scale access and energy infrastructure projects, together with expanding investments in natural resource extraction, pose significant challenges to biodiversity conservation, forest cover, and the defence of forest peoples' rights and livelihoods across the wider Amazon region. Following a period in which safeguards and forest dwellers' territorial rights were strengthened under more permissive political opportunity structures, the current period has been characterized by efforts to weaken these protections and to facilitate large-scale private investment in previously protected lands. The environmental and social risks of climate change are well known and perhaps inevitable. The economic and financial risks are less so. The many financial risks associated with climate change embedded in endowment portfolio fossil fuel holdings are leading many institutional stakeholders to enter into dialogue and take action. Divestment is emerging as an effective strategy for limiting portfolio exposure and tackling climate change itself.

Our team’s goals were to assess whether the Clark University endowment portfolio faces any of these risks and evaluate the impacts on asset values. Our findings show that the Clark endowment does face these same …

A growing number of extraterritorial private-sector actors, often in partnership with the state, are expanding the frontiers of extractive and primary export economies to new rural territories in Latin America. This paper analyzes the conditions that might drive meaningful efforts to address environmental problems in territories dominated by large, externally controlled natural resource-based activities. It studies three cases: salmon aquaculture in Chiloé (Chile), fruit growing in O'Higgins (Chile), and gas production in Tarija (Bolivia). Framed by concepts of territorial project, social coalitions, and scalar relationships, we analyze rural territorial dynamics under conditions of rapid expansion in natural gas extraction. Analyzing recent economic, political, and territorial transformations of Bolivia's gas-rich region, Tarija, we argue that pre-existing territorial projects of a diverse set of subnational and national actors have: (i) shaped the influence of the gas industry on local dynamics; (ii) changed the scale relationships between local communities, the state, and companies; and (iii) mediated the transformation of territories in ways determined by the nature and aspirations of these territorial projects.

Taking the cases of Perú and Ghana, this paper examines overlaps between the extraction of minerals, oil and gas on the one hand, and river basins, agricultural land use, and protected areas on the other hand. In particular the paper considers how far such overlaps can be revealed and analyzed on the basis of (relatively) accessible and affordable data, without having to use more expensive data generated by remote sensing or fieldwork. In 2008, the Department of Tarija became the epicenter of national political struggles over political autonomy for lowland regions at odds with the Morales administration. In September, following a series of regional referenda on autonomy and a national recall election, citizen committees in Tarija mobilized urban-based sectors and organized a general strike against the central government. It is unhelpful to understand the strike as simply an act of political sabotage orchestrated by racist regional elites. Global consumption continues to generate growth in mining. In lesser developed economies, this growth offers the potential to generate new resources for development, but also creates challenges to sustainability in the regions in which extraction occurs.
