Measuring The Impact Of Pollution Closures On Commercial Shellfish Harvest: The Case Of Soft-Shell Clams In Machias Bay, Maine, Keith S. Evans, Kevin Athearn, Xuan Chen, Kathleen P. Bell, Tora Johnson

Temporary closures of polluted coastal waters to shellfish harvesting protect human health but also generate broad socioeconomic impacts on rural, fishing-dependent communities. Improved understanding of these impacts could help coastal managers prioritize investments to protect water quality and mitigate the effects of coastal pollution. Using a regression model of monthly landings, we explore the impact of temporary closures on the commercial harvest of soft-shell clams (Mya arenaria) in the Machias Bay region of Maine (USA). We find that economic losses are significant and depend heavily on tidal activity, and the size, frequency and timing of closures. Over the …

Imagine your local food pantry. Replace the food with firewood and you have programs known as wood banks. Like a food pantry, wood banks are programs that aim to help community members with life essentials by supplying firewood at little to no cost to those in need that rely on firewood as a heating source. As straightforward and tangible as these centers sound, as of 2014 only about a dozen wood banks are clearly recognized across the states of Maine, New Hampshire and Vermont, with only a handful consistently active in Maine. Most offshore energy studies have focused on measuring or explaining people’s perceptions of, and reactions to, specific installations. However, there are two different types of acceptance: one surrounds the siting of projects while the other surrounds a more general acceptance of offshore energy. Understanding what drives this second type of acceptance is important as governments have implemented new financial incentives and policies to support renewable energy development; however, citizens and government officials may be increasingly opposed to some of these support mechanisms. Coastal managers are frequently required to consider the economic implications of their decisions, but economic data needed to support decisions is frequently lacking. This paper discusses the creation of a national data set that measures economic activity related to the oceans and Great Lakes of the U.S. Measures include employment, wages, establishments, and output. The data is derived from existing data maintained by the federal government to assure temporal and spatial consistency of measurement. Seafood guides (e.g., Monterey Bay Aquarium) are comparatively analyzed for their ratings of Maine seafood. Tourism is Maine's largest industry. In 2003, tourism generated $ 13.4 billion in sales of goods and services. In 2004, tourism provided for 176,633 jobs, generated $3.8 billion in wages, and $530 million in tax revenues. Governor John Baldacci formally recognized the economic and ecological importance of tourism by highlighting it as one of the five primary industries at the Governor's 2003 Conference on Natural Resource-based Industries. Access to the natural resource base, and the need to collaborate with other resource-dependent industries, were identified at the conference as cutting across multiple industries, including tourism. Two dams are proposed on the St. John River in northern Maine: Dickey, a high earth filled dam immediately above the confluence of the Allagash with the St. John, will have an installed generating capacity of 760 MW; and Lincoln School Dam, 11 miles downstream, a capacity of 70 MW. These dams are scheduled for completion during the mid 1980's. The U.S. Corps of Engineers, New England Division, has been allocated funds to design the project and prepare their own environmental impact statement.
