The passage of the Wallop-Breaux Amendments to the Federal Aid in Sportfish Restoration Program (FASRP), in 1984, significantly increased the funding available to states participating in the Program. Subsequently, the FASRP became the largest single source of funding for state marine artificial reef development activities. In recent years, there has been concern among program constituents that FASRP funds are not being utilized as intended. The principle question of the current research focused on how effective FASRP subsidies have been in providing meaningful benefits to state fisheries management programs. As the abundance of fish stocks in the Northeast continues to decline, the need to regulate the marine recreational catch is a topic receiving much attention. Yet, the move to manage recreational anglers' fishing activities raises a host of new questions. How should the resource be allocated among different groups of fishermen? It has become clear to those interested in development that the household is an integral institution linking the individual to the society and the environment. Understanding the functioning of this institution will facilitate improvements in planning, evaluation, and output of development projects. Development projects suffer from a lack of efficient research methods for collecting socioeconomic information regarding the household. This study was initiated to investigate factors which contribute to environmental activism. Towards this end, three hypotheses were investigated. First, it was hypothesized that beach clean-up participants would harbor pro-environmental attitudes. Second, it was hypothesized that participants would be relatively young, politically liberal, well-educated, and wealthy. Finally, it was hypothesized that particular types of social structure would influence a person's decision to participate in a beach clean-up. Specifically, it was hypothesized that participants at each clean-up location would be clique members and/or would be structurally equivalent. This thesis examines the impacts of tourism on the residents of Block Island. More specifically the study seeks to identify the specific areas of concern, as perceived by the residents, in three major areas of impact: economic, social and environmental. It was hypothesized that the residents of Block Island, a mature tourist destination area, had formulated perceptions of the impacts of tourism and that these perceptions, if analyzed, would identify protection of the environment and threats to the Island's lifestyle as major concerns. The impact of the Capital Construction Fund, a tax deferral program utilized for the construction of fishing vessels, is examined in the context of Rhode Island's fishing industry. It was believed that the Capital Construction Fund contributed to overcapitalization, was an incentive to purchase a vessel, and was mainly used by individuals targeting underutilized species. Indicators of capitalization such as number, size, and ages of vessels owned were gathered from the owners of vessels home-ported in Rhode Island during personal interviews. The demand for good public information is a need which many environmental groups are now attempting to fill. Programs are generally designed around a particular environmental issue. One such effort is the Boston Harbor "Sewer Tour" Program run by 'Save the Harbor/Save the Bay' in Boston, Massachusetts. The Sewer Tour Program addresses matters of water pollution control in the Metropolitan Boston area. The present study examines the impact of the Sewer Tour Program on participants and spillover effects on their communities. A mailed survey is used to collect the data. Dredging management within the states of Rhode Island, Maine and Connecticut is examined through an analysis of the ports of Providence, Portland, and New Haven. These ports were selected from a field of 30 Atlantic Coast ports through a multivariate statistical analysis, based on similarities in size, function and geography. Each port's dredging history was compiled to illustrate the frequency and magnitude of dredging activity among the three states. Pertinent state laws, regulations and policies regarding dredging and dredged material disposal were reviewed in an attempt to identify similarities and differences. This thesis examines the waterfront revitalization experience in Jersey City, N.J. In particular, the issue of gentrification, as perceived by the city administration, was examined to determine its impact on current city policies. The purpose of this thesis was to explore the limited entry alternative of fishery management by examining the history of a particular limited entry scheme: the Massachusetts inshore commercial lobster fishery license limitation law. A review was made of existing limited entry theory, followed by a description of limited entry programs extant in U.S. fisheries. The legislative and political histories of the Massachusetts lobster fishery limited entry program was then examined. On July 8, 1980, the Galveston district of the U.S. Army Corps of Engineers (Corps) issued the permits required for the construction of an onshore deepwater port. The proposed port expansion project has been the subject of extensive controversy and litigation. The primary conflict has centered on the exclusion of a worst case oil spill analysis, as required by recent Council on Environmental Quality (CEQ) regulations. A rational-deductive approach to this decision leads to the conclusion that the economically and environmentally favored choice would have been to include the worst case analysis in the initial Environmental Impact Statement (EIS). No single primary source exists to provide current and would-be participants in recreational charter boat operations in the United States with a basic legal understanding of their rights and obligations. The relevant federal maritime standards, laws, regulations, and judicial interpretations are scattered in isolated codebooks, reporters, and bulletins.
