Collaborative Research: Globec Pan-Regional Synthesis: End-To-End Energy Budgets In Us-Globec Regions, Andrew C. Thomas

The research addresses the overarching question: are marine food webs leading to fisheries controlled from the top-down, the bottom up, or a combination of the two? To address this question we will (1) compare end-to-end energy budgets of the 4 US-GLOBEC study regions in the context of top-down v. bottom-up forcing, (2) assess the skills of the regional models in capturing basic material fluxes, (3) extract diagnostics from the regional models that will be used to evaluate the effects of climate change and fishing pressure across GLOBEC regions and (4) develop quantitative methods to compare the diagnostics. Concern about the decline in landings of American shad (Alosa sapidissima) along the Atlantic coast prompted the development of an interstate fisheries management plan (FMP) under the auspices of the Atlantic States Marine Fisheries Management Program (ASMFC 1999). Legislation enables imposition of federal sanctions on fishing in those states that fail to comply with the FMP. To be in compliance, coastal states are required to implement and maintain fishery-dependent and fishery-independent monitoring programs as specified by the FMP. The Atlantic States Marine Fisheries Commission (ASMFC) adopted the Interstate Fishery Management Plan (FMP) for the American Eel in November 1999. The FMP focuses on increasing coastal states’ efforts to collect American Eel data through both fishery-dependent and fishery-independent studies. Consequently, member jurisdictions agreed to implement an annual survey for young-of-year (YOY) American Eels. Removal of the Elwha River dams to restore the ecosystem and salmon fisheries is the largest project of its kind in the history of the United States. Spanning decades and affecting generations, this project has changed and will continue to change the landscape. This research examined the influence of the anticipated return of salmon on 18 key stakeholders' sense of place of the Elwha River. For almost all stakeholders, changes to the Elwha landscape are welcomed as they expect that salmon will restore the ecosystem to its natural state.
