2017 Nebraska Water Leaders Academy - Final Report, Mark E. Burbach, H. Reiners-Hild
Conservation and Survey Division
Twenty participants completed the 2017 Water Leaders Academy bringing the total number of graduates to 101 since the inception of the program in 2011. Assessment of participants’ transformational leadership skills, champion of innovation skills, water knowledge and engagement, civic capacity, and entrepreneurial leadership behaviors showed a significant increase over the course of the year, from both participants’ and their raters’ perspectives. Feedback from participants was highly positive and constructive. Participant concerns were addressed, and only minor changes are planned for the 2018 Academy curriculum. Results of the program assessment indicate that the curriculum is meeting Academy objectives. Most importantly, Alumni …

The recently developed Cosmic-ray Neutron Probe (CRNP) for estimating soil water content (SWC) fills a critical measurement gap between point scale methods and large scale measurements collected from remote sensing. CRNP works by measuring the change in low-energy neutron intensity over time. However, the accuracy of CRNP to measure SWC is well known to be affected by other hydrogen sources (e.g. soil organic content, atmospheric water vapor, vegetation and surface water). This study focuses on the influence of rapidly growing vegetation in agricultural fields on the accuracy of the CRNP method. Here we use data from three long-term CRNP study …

The marine shale, chalk, marl, and chalky limestone of the Niobrara Formation directly underlie Quaternary sediments in 23 counties from south-central to northeastern Nebraska. Nevertheless, the formation serves as an aquifer only in and around Cedar, Madison, and Nuckolls counties. Niobrara aquifer wells mostly supply irrigation, domestic, and livestock needs. Two hundred of the approximately 230 active registered wells in Nebraska that are screened entirely in the Niobrara aquifer are in Cedar County and environs. About another 200 wells in this area are screened in both the Niobrara aquifer and overlying Quaternary sediments. Wells screened entirely in the Niobrara aquifer …

Conservation of natural resources and promotion of family-friendly tourism activities are vital to Jekyll Island. As it is stated in the Jekyll Island Authority (JIA) Master Plan “Jekyll Island is a unique, state-owned barrier island that balances conserving and preserving natural, historic, and cultural resources with providing accessible, affordable recreation, vacation, and education opportunities for the people of Georgia and beyond” (Jekyll Island Authority, 2014b, p. 4). The JIA has reported approximately 1 million people visit the island annually (Jekyll Island Authority, 2015). The declining levels of the Ogallala aquifer calls for more judicious use of water. Studies have shown that VRI has the potential for water savings. But adoption of VRI is still very low. The major reason is lack of information on the returns from the VRI systems and its feasibility in different fields. Also, a quantification of the required reduction in prices of VRI is necessary. The aims of the original proposed project remain the same, that is, to test the hypothesis that Managed Aquifer Recharge (MAR) for stormwater harvesting is a technically feasible, socially and environmentally acceptable, economically viable, and legally feasible option for developing new water supplies for arid Western urban ecosystems experiencing increasing population, and climate change pressures on existing water resources. Controls on nutrient export from agricultural landscapes include regional hydrological and geological conditions. In many central Kentucky basins shallow fractured bedrock produces focused groundwater discharge and flashy runoff events. Eastern Kentucky University’s Meadowbrook Farm is currently experimenting with nutrient sequestration techniques; however the effectiveness of these techniques given the local hydrogeology needs to be quantified. Our objective was to determine the potential pathways for nutrient export by mapping key hydrologic features and using a watershed approach. The key features mapped were springs, tile drains, runoff channels, land use and the underlying geology. We chose a 0.46 km2 watershed to …

This article presents a new method for estimating changes in depth to groundwater at a yearly, county level and incorporates these estimates as the dependent variable of econometric models for the High Plains aquifer. The High Plains (Ogallala) aquifer underlies eight states in the central United States and is the primary source of irrigation water for this large food producing region. The stock of groundwater is a finite, non-renewable resource with minimal recharge in most areas. Water of poor quality can directly impact the budget of water available for key user groups. Despite this importance, methods for quantifying the impact of water quality on water availability remain elusive. Here, we develop a new framework for incorporating the impact of water quality on water supply by modifying the Water Supply Stress Index (WaSSI). We demonstrate the usefulness of the framework by investigating the impact of high salinity waters on the availability of irrigation water for agriculture in Louisiana. Through the lens of the Health Belief Model and Protection Motivation Theory, we analyzed interviews of 36 agricultural advisors in Indiana and Nebraska to understand their appraisals of climate change risk, related decision making processes and subsequent risk management advice to producers. Most advisors interviewed accept that weather events are a risk for US Midwestern agriculture; however, they are more concerned about tangible threats such as crop prices. There is not much concern about climate change among agricultural advisors. Management practices that could help producers adapt to climate change were more likely to be recommended by conservation and Extension advisors, …

Target 6.4 of the recently adopted Sustainable Development Goals (SDGs) dealswith the reduction ofwater scarcity. To monitor progress towards this target, two indicators are used: Indicator 6.4.1 measuring water use efficiency and 6.4.2 measuring the level of water stress (WS). The world’s natural environment is degrading, and human behavior is a leading cause. Therefore, in order to address environmental problems it is important to understand the factors driving environmentally degrading behaviors and subsequently design behavioral interventions to alter undesirable behaviors.
One environmental issue of particular concern is toxins leeching from trash. Specifically, cigarette butts are of concern due to their prevalence in the environment. Cigarette butt discarding behavior is affected by personal attributes, but data regarding which personal attributes and how these affect discarding behavior is lacking. Humans seek to improve their wellbeing by altering ecological processes to maximize the output of specific ecosystem services, which often leave the system vulnerable to unintended and undesirable side effects. Ecosystem services emerge from complex interactions among ecological structures and processes occurring at multiple scales. The degree to which an ecosystem maintains a predictable range of structures and processes in the face of disturbance can be described as its resilience. Existing literature in economics and engineering do not realistically capture the effects of aquifer depletion on loss of profits from agricultural production. While the former literature ignores the physical characteristics of aquifer and the relationship between aquifer levels and groundwater availability, the latter strand of literature does not consider farmers' decisionmaking as a result of aquifer depletion. Misspecification of these relationships and their effect on irrigation decisions can result in misunderstanding the consequences of aquifer depletion and may provide ineffective policies. Understanding the trophic dynamics of large, riverine ecosystems is complex and requires knowledge from several inputs and outputs of the ecosystem. Most riverine ecosystems have been altered in some way whether through damming, channelizing, or diverting water. The Missouri River is not immune to these anthropogenic alterations. The river has dams throughout its middle portion and is channelized from Sioux City, Iowa to its confluence with the Mississippi River. Mesoscale in situ meteorological observations are essential for better understanding and forecasting the weather and climate and to aid in decision-making by a myriad of stakeholder communities. They include, for example, state environmental and emergency management agencies, the commercial sector, media, agriculture, and the general public. Over the last three decades, a number of mesoscale weather and climate observation networks have become operational. These networks are known as mesonets. Most are operated by universities and receive different levels of funding. It is important to communicate the current status and critical roles the mesonets play. The research will help to design a shower for Dr. Chelson’s shelter, which can control the water flow, pressure and duration of the shower, which optimizes the utilization of water. The showers could be used in drought-hit areas where water is very scarce, as daily sanitation needs are necessary to keep a person safe and healthy without wasting water. The report from, World Health Organization shows that showers consume the most water. A timed shower could help resolve this issue through eliminating the wastage. Rapid population and economic growth in South-East-Asia has been accompanied by extensive land use change with consequent impacts on catchment hydrology. Modelling methodologies capable of handling changing land use conditions are therefore becoming ever more important, and are receiving increasing attention from hydrologists. A recently developed Data Assimilation based framework that allows model parameters to vary through time in response to signals of change in observations is considered for a medium sized catchment (2880 km²) in Northern Vietnam experiencing substantial but gradual land cover change.
